This 2009 report was based upon the original 2003 wastewater facilities plan and its 2006 update. With the responses to the Department's March 27, 2009 review letter, the 2009 Laurel Wastewater Facilities Plan Update meets the minimum requirements of the Preliminary Engineering Report outline found in the Uniform Application and Chapter 11 of Circular DEQ 2 - Design Standards for Wastewater Facilities for Montana Public Facility Projects. An environmental assessment (EA) has been completed and was released for public comment. The 30-day public comment period started on May 13, 2009 and ended on June 11, 2009. No substantive comments were received regarding the proposed project and therefore the FONSI issued by this department is final and the MEPA process is now complete. By the authority provided in the Montana Water Quality Act and Title VI of the Clean Water Act, we approve the Facilities Plan for the Montana Department of Environmental Quality. If you would like to have an "approved" document for your records, please have your engineer submit another copy to our office that can be stamped and returned to you. If you have any questions, feel free to contact me at (406) 444-5322. Sincerely, Michele Marsh, P.E. Environmental Engineer Technical and Financial Assistance Bureau Cc (via e-mail): Nicole L.
