CITY HALL MEMBERS PRESENT: Chairman- Donna Kilpatrick Ron Marshall Chuck Rodgers Norman Orr Bob Graham Don Hackmann Bob Gauthier OTHER'S PRESENT Vicki Metzger Dave Michael Joe Bradley The committee reviewed the following 1993-94 preliminary budgets. GENERAL FUND WATER FUND SEWER FUND Discussion regarding the City Treasurer's salary. Vicki has requested an increase from $12,832 to $15,000 annually. Motion by Ron Marshall, seconded by Bob Graham, to increase the Treasurer's annual salary to $13,800. Motion carried with Don Hackmann abstaining. Discussion regarding the City Attorney's salary. Joe has requested an increase from $15,100 to $21,000. Joe said that he has kept track of his time during the past several weeks and he averaged 7 hours a week on City business, not counting Council and committee meetings. He said that if the raise is approved he will be here at City Hall from 4:00 p.m. to 5:00 p.m. every day, except for a few exceptions when he might be in court in Billings. Motion by Chuck Rodgers, seconded by Bob Graham, to increase the City Attorney's annual salary to $18,000. Motion carried with Ron Marshall voting "No" and Don Hackmann abstaining. This amounts. to $50.00 an hour for 7 hours a week. The committee continued to review the General fund and made budget cuts of $86,855. The 1993-94 General Fund preliminary budget is 1.6 million dollars. Last year's budget was 1.582 million. No rate increase was recommended in the Water fund or the Solid Waste fund. The Sewer fund was reviewed again. The Committee tried to make cuts totaling $55,000, but could not find where any cuts could be made. Discussion of a 6o rate increase, which would increase r?r?, revenue by approximately $20,000. The balance of $35,000 would come from cash on hand. Motion by Ron Marshall and seconded by Bob Gauthier, to recommend that the sewer r-evenu be increased by 60. Motion carried. 44±,t- Purchase requisitions were approved as follows: GENERAL FUND Pipe & fittings for new circulating pump at swimming pool $ 2,000 WATER FUND TV & inspect water reservoir 1,500 Valves, fittings, & pipe for turbiditmeter 4,000 SEWER FUND Pipe, valves & fittings for drying beds 1,000 Discussion regarding a letter received from the Department of Commerce, Local Government Service Bureau. They want the City to address the audit comment regarding the Court Clerk who handles both cash receipts and maintain the records of the court system. The Committee recommends responding as follows: The City cannot justify the cost of adding another person to assist the Court Clerk. The benefits received by hiring another person does not justify the cost. Other staff members cannot be utilized at this time. However, remodeling has begun on a portion of City Hall and there has been discussion regarding moving the Treasurer's office into the same area of the building as the Court Clerk. There is a possibility that the City Treasurer could assist the Court Clerk in the handling of cash receipts. The meeting was adjourned at 8:55 p.m. Respectfully submitted, Don Hackmann City Clerk •
