BUDGET/FINANCE COMMITTEE
JULY 20, 1993 4:30 P.M.

Don distributed copies of the 1993-94 preliminary budget.
Don explained that the mill levy in the preliminary budget will
need to be decreased from 115 mills to 106 mills to comply with I-
105. The taxable valuation has to decrease 50 or more before you
can increase the mills to raise the same dollar amount as 1986. If
the decrease is less than 50 , then the number of mills assessed
0 remains the same as 1986. (The City of Laurel's taxable valuation
decreased by 4% from 1986). S ecial note: On July 27th Don
received a copy of Senate Bill 396 changing I-105 to allow a taxing
unit to continue to levy additional mills to bring in the same
dollar amount as 1986, regardless of the percent of decrease in
taxable valuation. This bill is effective for 1993.
There is a cash balance of $580.86 in the Thomson Park Capital
Projects Fund. The Committee recommended to use this money to
replace the trees that died from the original planting. (This has
been included in the 1993-94 budget).
Mike Atkinson explained the hurried purchase of a new police car.
This was a 1993 Ford Crown Victoria, just like the one we purchased
earlier. Someone else had ordered it and then decided not to buy
it. The car was located in Oklahoma, so there may be some
transportation charges. It is still estimated to cost less than
the 1994 model. (See attached letter from Laurel Ford)
There was a discussion regarding the hasty decision to make this
purchase. If we did not order it right away, (only two white cars
were available) someone else would, so a quick decision was made.
In the future the Budget/Finance Committee wants to review all
major purchases before ordering or buying any equipment or
supplies, except in an emergency.

Note: This copier will replace the current one which is
now in the hall between the Clerk's office and Engineering
department. The SF 8200 will be moved to the Court Room/
Council Chambers/Treasurer office when the remodeling is
completed.

The price given you is based on the bid concession given
Bozeman Ford on the 1993 Highway Patrol Bid for the State
of Montana by Ford Motor Company.
