May 4, 1993
A regular meeting of the City Council of the City of Laurel,
Montana, was held in the Council Chambers and called to order by Mayor
Charles Rodgers at 7:03 p.m., on May 4, 1993.
COUNCIL MEMBERS PRESENT:

COUNCIL MEMBERS ABSENT: Norman Orr
INVOCATION: Invocation was given by Alderman Collins.
MINUTES:
Motion by Alderman Marshall to approve the minutes of the regular
meeting of April 20, 1993, as presented, seconded by Alderman Collins.
Motion carried 7--0.
CORRESPONDENCE:
Received a letter from the Yellowstone County Commissioners regarding
a meeting about the Women's Correctional Institution to be held
Friday, May 7, 1993 at 7:00 a.m. in the Commissioners board room.
Received a letter from Ken Haag, DPW for the City of Billings,
regarding House Bill 454 and the use of the City of Billings landfill.
Received a Risk Management Bulletin from Montana Municipal
Authority regarding the Blue Cross and Blue Shield health
program.

Received a memo from the Montana Department of Transportation
regarding Enhancement Projects - Bicycle/Pedestrian Facilities.
Contrary to previous information about the ISTEA program, these
facilities require 20% matching funds instead of 13.42%.

CLAIMS:
Claims for the month of April were reviewed by the Budget/Finance
Committee and recommended that they be paid.
Motion by Alderwoman Kilpatrick to approve all claims in the
amount of $ 240,472.90 for the month of April, seconded by Alderman
Collins. Motion carried 7--0.
FOUR-HOUR PARKING ON CERTAIN STREETS:
ORDINANCE NO. 1076 (first reading)
AMENDING SECTION 10.52.060, FOUR-HOUR
PARKING ON CERTAIN STREETS
Bob Graham stated that it was the intent of the Street and Alley
Committee that the four-hour parking be limited to business hours
only.
Motion by Alderman Graham to amend Ordinance No. 1076, Section A
and Section B to read, No person shall park a vehicle ...for longer
than four hours, between the hours of 8:00 a.m. and 6:00 p.m., Monday
through Friday, inclusive, seconded by Alderman Ehrlick. Motion
carried 7--0.
Motion by Alderman Graham that Ordinance No. 1076 (first reading)
be passed and adopted as amended, seconded by Alderman Ehrlick. A
roll call vote was taken and all aldermen present voted, "YES".
Motion carried 7--0.

Joe Bradley inquired whether the council wants this to apply to the
two and three hour parking zones als0.
This was the intent of the council and Joe said he would draw a new
ordinance for next time that states this for all parking limitations~
except legal holidays.

Discussion regarding the .problem with dog feces in Firemen's Park.
The Garden Club would like the city to place a sign in the park
encouraging people to pick up after their animals. Donna said the
sign was discussed at a previous Parks Committee meeting but it was
never erected.

Discussion regarding No U Turn signs and it was stated that according
to the Police Judge, in areas where'you want this enforced, you need
to place one on every block.
COMMENTS FROM THE AUDIENCE: None
APPOINTMENTS:
The Mayor hired Matt Hoppel, on the recommendation of the Personnel
Committee, to fill the position of relief dispatcher.
MAYOR'S COMMENTS:
The Mayor commended the individuals and organizations for the fine job
they did on the city cleanup last Sunday.

The Mayor thanked everyone for keeping the city running in
absence.
There being no further business to come before the Council at
time, the meeting was adjourned at 7:31 p.m.
