STREET & ALLEY COMMITTEE

A quorum (3 or more) present the following action was taken by
the committee:
1) SID 108: Larry Herman spoke regarding recommendation of a low
bid. Item #112 was incorrectly-listed as 37 sq. ft. -- should
have been 137 sq. ft. Great deal of discussion regarding the
City's costs which is $4,810 with the error in Item #12 or
$8,331 figuring 137 sq.-ft. Change orders will be needed.to
affect the project because City only has $3,000 to contribute
to the project.. City's items are #105, 112, 111 and 102.
Motion by Tom Ludwig to recommend low bid for Barry O'Leary,
seconded by Andy Loebe. -Votes: Yes - Loebe, Ludwig, Carter
No - Peterson Motion carried.
2) Gary Temple representing Schessler.Building merchants (Ben
Franklin Store) requesting 1-hr, parking be instituted from
alley on Colorado around the corner to alley on E. lst Street.
All merchants except Dr. Wheeler were in favor of this. It
B°would be a 8 am to 6 pm zone. Lengthy discussion regarding
7 uniformity and enforcement. Motion by Larry Peterson to allow
the building occupants to sign this area with signs conforming
with the U.S.C., seconded by Tom Ludwig. Passed unanimously.
3) Discussion regarding alley.loading--vehicle parking. Would one-
way alleys help? Access for emergency vehicles is hindered. No
action taken. Police and Street foreman will watch this area
to see if something can be done.
4) Marvin Carter brought up off-street parking ordinance. Some feel
it is restrictive to new business development in existing buildings.
Committee recommends the Council promote and seek development of
parking lots downtown Laurel.
5) Sanding in the morning at the schools is needed by 8:30 a.m. at
latest.
6) Request from Jan's IGA to let him pave his alley at his cost.
Committee recommends vacating the alley to Jan's IGA.
