HomeMy WebLinkAboutCity Council Minutes 01.18.1994Minutes of the City Council of Laurel January 18, 1994 A regular meeting of the City Council of the City of Montana~ was held in the Council Chambers and called to order Charles Rodgers at 7:00 p.m., on January 18~ 1994. COUNCIL MEMBERS PRESENT: Ron Marshall Albert Ehrlick Chuck Dickerson Donna Kilpatrick COUNCIL MEMBERS ABSENT: None Gay Easton Bob Graham John Minch Lonnie Kellogg Laurel, by Mayor INVOCATION: Invocation was given by Reverend Toftelan. MINUTES: Motion by Alderman Marshall to approve the minutes of the regular meeting of January 4, 1994, as presented, seconded by Alderman Graham. Motion carried 8--0. CORRESPONDENCE: Received a letter from Jim Morrison giving notice of his retirement as of February 1, 1994. Received the minutes and activity report for December from the Yellowstone County Air Pollution Control Board. Received a letter from Joe Bradley regarding a claim for 12 days pay. Attached to this letter is the Mayor's response. Received a progress report and cost accounting analysis regarding the Laurel landfill. CITY CLERK & CITY TREASURER'S FINANCIAL STATEMENTS: The City Clerk and City Treasurer's financial statements for the month of December were presented. Motion by Alderman Kilpatrick that the City Clerk and the City Treasurer's financial statements for the month of December, 1993~ be approved, seconded by Alderman Graham. Motion carried 8--0. ANNUAL SERVICE FEE FOR ALL WATER USERS: RESOLUTION NO. R94-4 ESTABLISHING AN ANNUAL SERVICE FEE FOR ALL WATER USERS, PURSUANT TO THE PUBLIC WATER SUPPLY PROGRAM Motion by Alderwoman Kilpatrick that Resolution No. R94-4 be passed and adopted, seconded by Alderman Easton. Motion carried 8--0. ADOPT CABO FAMILY DWELLING CODE - 1992 EDITION: ORDINANCE NO. O94-1 (first reading) AMENDING SECTION 15.16.010 OF THE LAUREL MUNICIPAL CODE, TO ADOPT THE CABO ONE AND TWO FAMILY DWELLING CODE 1992 EDITION, INCLUDING AMENDMENTS Motion by Alderman Dickerson that Ordinance No. O94-1 (first reading) be passed and adopted, seconded by Alderman Graham. A roll call vote was taken and all aldermen voted~ "YES". Motion carried 8--0. ADOPT UNIFORM FIRE CODE - 1991 EDITION: ORDINANCE NO. 094-2 (first reading) AMENDING SECTION 15.40.010 OF THE LAUREL MUNICIPAL CODE, TO ADOPT THE UNIFORM FIRE CODE 1991 EDITION Motion by Alderman Marshal] that Ordinance No. 094-2 (first reading) be passed and adopted, seconded bv Alderman nlakmrmnn. A Minutes of the City Council of Laurel Page 2 Council Meeting of January 18, 1994 ADOPT UNIFORM PLUMBING CODE - 1991 EDITION: ORDINANCE NO. 094-3 (first reading) AMENDING SECTION 15.20.010 OF THE LAUREL MUNICIPAL CODE, TO ADOPT THE UNIFORM PLUMBING CODE 1991 EDITION Motion by Alderman Graham that Ordinance No. 094-3 (first reading) be passed and adopted, seconded by Alderwoman Kilpatrick. A roll call vote was taken and all aldermen voted, "YES". Motion carried 8--0. ADOPT UNIFORM BUILDING CODE - 1991 EDITION: ORDINANCE NO. 094-4 (first reading) AMENDING SECTION 15.12.010 OF THE LAUREL MUNICIPAL CODE, TO ADOPT THE UNIFORM BUILDING CODE 1991 EDITION Motion by Alderman Ehrlick that Ordinance No. 094-4 (first reading) be passed and adopted, seconded by Alderman Marshall. A roll call vote was taken and all aldermen voted, "YES". Motion carried 8--0. TRADE PARKING SPACES WITH YELLOWSTONE BANE: RESOLUTION NO. R94-5 APPROVING RENEWAL OF ONE YEAR AGREEMENT TO TRADE USE OF CERTAIN PARKING SPACES WITH YELLOWSTONE BANK OF LAUREL Motion by Alderman Dickerson that Resolution No. R94-5 be passed and adopted, seconded by Alderman Kellogg. Motion carried 8--0. COMMITTEE MINUTES: --Budget/Finance Committee minutes of January 4, 1994 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter Committee minutes of January 4, 1994, into the Alderman Ehrlick. Motion carried 8--0. the Budget/Finance record, seconded by --City Council Committee of the Whole minutes of January 4, 1994 were presented. Motion by Alderman Kellogg to enter the City Council Committee of the Whole minutes of January 4, 1994, into the record, seconded by Alderman Ehrlick. Motion carried 8--0. --Public Utilities Committee minutes of January 10, 1994 were presented and reviewed. Motion by Alderman Marshall to grant the First Congregational Church a sewer adjustment based on the December 1992 consumption for sewer charges, seconded by Alderman Dickerson. Motion carried 8--0. BERNHARDT LEAK It was reported at the committee meeting that there is the Bernhardt residence and it was recommended that check it out. a water leak at Dave or Peggy Peggy said Mr. Bernhardt has been finagling with the problem and when she got out there he said he had kind of fixed it himself. It was stated that this is on private property. Peggy said the city has done work on this line in the past but at the time we wrote him a letter stating that we would not do any further work on the line. Peggy said there is still water leaking but Mr. Bernhardt has it fixed so the leak drains into a ditch. It could just be a valve cap or something and Peggy said we are going to dig it up in the spring. Albert stated this water line was put in by the refinery to accommodate Minutes of the City Council of Laurel Page 3 Council Meeting of January 18, 1994 Dave said it is a small leak which appears as a wet spot on the ground. It surfaces for a short distance and then goes back into the ground. The leak is before the water meter. Dave said this will be checked in the spring when the frost is out of the ground. It has been leaking this way for four or five years so something needs to be done about it. It was questioned who would be responsible for the cost to repair the line and Dave said it will be discussed at the next Public Utilities Committee meeting. Motion by Alderman Dickerson to Committee minutes of January 10, 1994, Alderman Ehrlick. Motion carried 8--0. enter the Public Utilities into the record, seconded by COMMENTS FROM THE AUDIENCE: Dave Michael requested a meeting of the Personnel Committee after the council meeting. V. Joe Leckie, City Attorney, will not be at the next council meeting because he will be out of town. Gay reported that we are trying out a sound system in the council chambers and hopefully it will help everyone to hear better. MAYOR'S COMMENTS: Chuck pointed out the new bulletin boards on the walls of the council chambers and thanked Gay for the nice job he did in making them. He also hung these boards and the one in the entrance to city hall. Dave said we will bring two maps down from upstairs and we will make a new City of Laurel map to be hung on the boards. There being no further business to come before the council at this time, the meeting was adjourned at 7:23 p.m. Donald L.
