A quorum (3 or more) present, the following action was taken by
the Committee:
Motion by Ron Marshall, seconded by Larry Thomas, to do
away with all parking on South Fourth Street. Motion carried
with all in favor except Gay Easton.

Dear Council Members:
I would like to call your attention to a matter involving the safety of residents in
my neighborhood. I live on South Fourth street which has become one of the
main entryways to the south part of town. This street carries traffic from the
Interstate and the highway going south, as well as the neighborhood. There are
also a great number of industrial trucks, farm vehicles, and school buses that use
this street. The traffic is extremely heavy all hours of the day.
At the present time, the set speed limit is 25 mph, however this limit is seldom
observed. In my estimation, the average speed at any given time on that street is
30-40 mph. Although this excessive speed in itself presents a safety hazard for
the children and adults walking and crossing the street, the more potential
hazard is the parked cars along the street. Some of the residents in the area use
the street for long-term parking, even though they have side-street parking
spaces provided for them. These parked cars restrict the space for traffic to flow
safely on this street. There is no way that two-way traffic can pass along this
street. Consequently traffic must stop to allow one car at a time to pass. In
addition, the drivers of these parked cars continuously make U-turns in the
middle of the street to head in the direction of the main highway intersection.
This too creates circumstances which could cause some major accidents with
oncoming traffic.
My concern about this problem is not only for my own safety, but for the
residents in the area. My proposed solution to help curb this problem would be
to install NO STREET PARKING signs along this heavily traveled street. I am
not familiar with the City procedure on how to get action on this type of
proposal, but I would be happy to assist in whatever needs to be done to abolish
this safety hazard on our city streets. Please let me know how to accomplish this.
