Nemhers present: Chaimm Lonnie Kellogg, Rob Harris, Chip Watts, Don Cahill, Dave Michael, Larry Peterson and Paul Gjefle (late) H. Others present.: Marion Coleman, Bob Singleton, Steve Quail, Wes Freebe.?.gf Joe Bradley, Del Teeters, Bruce Teeters, Bill Teeters, Art Thompson (Representing the Laurel-Worden Creamery), Campbell Calvert and Marvin Carter. A quorum ( 3 or more) present. the following actJ on was taken by the committee: The Committee met to discuss the new proposed sewer rate formula, sewer rates, surcharge, and discharge-permit. Art Thompson questioned the average rate increase indicated in the green notice which was distributed.to all sewer users. He thought the information was misleading because the current average for the Creamery is. higher than what was indicated on the notice. (HKM indicated that the years of 1979, 1980 and 1981 were used for the average). Discussion regarding the surcharge formula and discharge permit. Discussion by Art Thompson regarding the waiving of the surcharge in favor of some sort of discharge permit. Larry Peterson said that the sewer surcharge is part of the discharge permit. The waste discharge permit will have as part of it, the surcharge. Discussion regarding the Creamery paying a flat fee of $250.00 to $300.00 a year as a sewer surcharge. (This apparently was discussed at a prior meeting also). Lonnie Kellogg mentioned that td.meet EPA requirements the sewer surcharge has to be a part of the sewer rate formula, but it does not have to be implemented. Art Thompson indicated that it was his understanding that the sewer sur- charge was not going to be .implemented and in lieu of this there would be some sort of flat fee. More discussion regarding sewer surcharge at the present time and 2 to 3 years from now. Discussion what the Creamery has done and more it could do to reduce their surcharge fee. Del Teeters commented that the figures presented.to.the public are not true and accurate figures. Just because they were taken from 1979, 1980 and 1981 is immaterial. They are not true and accurate figures to present to the public of what the rates are actually going to cost them in dollars and cents. 0 .- Discussion regarding the Laurel School Districts. Dave Michael reported that a formula has been worked out for the months of June, July and August. The consumption from September thru May would be averaged and 10% of this figure would be the average figure for the 3 summer months. This was agreeable with Bob Singleton. More Discussion regarding the sewer rate. Motion by Larry Peterson.- that the sewer rate structure be approved as proposed with exceptions noted for the schools, seconded by Don Cahill. After more duscussion regarding the sewer surcharge for the Creamery, the motion carried. The discussion continued regarding a dollar amount for the Creamery sewer surcharge. Motion by Don Cahill - that for the first year the new sewer plant goes on line, the Laurel-Worden Creamery is charged $250.00 and a formula.to be worked out between the Director of Public Works, the Public Utilities Director and the Laurel-Worden Creamery to equate it approximately between $250.00 and $300.00 a year, seconeded by Chip Watts. i j After further discussion the motion carried,.with Larry Peterson and Dave Michael voting "No".
