VII. WATER TEST BENCH has been set up for nearly 2 months and is not in use. VIII. PLANT MAINTENANCE. Nothing has been done in the area of a preventive maintenance program. I. KEN HAGEMAN wants an adjustment-on water bill. Was to be turned off July 1 and was billed through July 12th. Committee recommends full adjustment. II. OTTO PREIKSZAS-wants adjustment on sewer bill. Committee recommends no adjustment be given. III. BACKHOE Committee recommends-to not accept Ford's bid as it does not meet specs. Committee further recommends accepting Western Equipment's bid on the Case backhoe. It is $841.00 higher (see attached letter). IV. CLARK JOHNSON,.STANDPIPE ON LOCUST AVENUE Committee recommends leaving as is and review whenever there is a general water rate increase. V. BARBARA KELLY Committee recommends no adjustment on her water bill. VI. WATER ANALYSIS SYSTEM Commit Meeting adjourned at 7 pm. Respec u y t d, _ a Lon Kello F_ I L City of Laurel Public Utilities Committee Listed below are the reasons that I feel the JCB Backhoe would be • unacceptable for our City work: 1. The JCB does not meet all specifications. a) 1.5 Transmission is not power shift automatic b) 4.1 Does not have overcenter transport position for roading stability. c) 5.2 Heat vent is at floor and does not blow toward windows for visibility. 2. The unavailability of parts. a) Park County - a 3CIII was sold to them in 1982 as being new. In truth it was a 1979 model (stated by Al Engelstad) and they have had several breakdowns and a very hard time getting parts. Had to pay freight on warranty parts. Wally Friend (equipment operator) said they waited 4 weeks for a hydraulic pump that tore up with 15 hours on tractor. The bucket on tractor totally collapsed with less than 100 hrs on machine. JCB refused to replace it. They. blamed it on the operator. Some parts they have waited on have come out of Wurster, England. b) Big Ditch Co., Roy Zahm, Supt. - said parts are hard to get and waiting sometimes very long. Tractor 2 yrs old - many broken hoses. C) State of Montana, Dick Rogers, in charge of equipment and purchasing - The State purchased 3 1550 tractors in August, 1984, all 3 have had breakdowns. They waited over 2 weeks for a starter. It came from England. They also had a bucket completely collapse. These tractors were purchased from ABCO Equipment Co. in Great Falls. Mr. Rogers said another complaint he has is JCB uses all special captive lubricants that can only be purchased through JCB. He stated the prices were unbelievably excessively high. Another complaint they have is all hydraulic hoses, nuts, and bolts are Witworth Threads. Nothing made in the United States is inner changable. His advise to us is if there is any way possible, buy anything but a JCB. d) I called T & E concerning the parts JCB made them stock. I was not told what I wanted to know but they claim they have very few problems getting them from Maryland. White Marsh, Maryland is the freight depot where JCB parts come in to the U. S. from England. 3. Warranty. Al Engelstad stated at Public Utilities meeting that JCB does not honor the one-year total machine warranty as stated in JCB spec sheet. He stated they only warranty hoses, wipers, and some other items 5 months. Case warranties all parts one • full year. 4. According to the Green Guide resale values on JCB vs Case on a year for year basis is lower on JCB tractors. rnest J.
