Collins Phil Curry Ron Marshall Mel Baker Larry Thomas Sharon Herman Dave Michael Bob Graham OTHER'S PRESENT: A quorum (3 or more) present, the following action was taken by the Committee: First Order of Business: Letter dated October 18, 1991 from Phil Curry to Jim Worthington: (see attached copy). After a discussion a motion was made by Mel Baker and seconded by Bob Graham to have the Working Foreman place one man each month an rotation to do turn- ons for the water department from 3:30 p.m. to 5:00 p.m. Motion carried with Council approval. Second Order of Business: Phil Curry wanted to know why the dog kennel water line was charged to the water department and not the police department? The number of hours to install the line was 57 hours or approximately $855. Dave Michael said that he felt that all the departments would use the water service, and that is why he charged it to the water department. Ron Marshall and Bob Graham said that they would take it up at the Police Committee. The meeting was adjourned at 5:30 pm. Respectfully submitted, L.D. Collins, Chairman C? J 1 'r E • c DATE: October 18, 1991 TO: Jim Worthington, Director of Public Works FROM: Phil Curry, Water Foreman /?ALY- SUBJECT: Shut Off For Deliquent List We need to set a policy for having employees stay over on shut- off day. I would like to be able to set up a rotation for this each month so that I won't have to make a last minute decision as to who will stay. Please respond in writing. 11 The following rules and regulations for water service are adopted by the City of Laurel: 1. Deposit must be made before water will be turned on. 2. Water orders received from 12:30pm- 5:00 p.m. will be-turned on or shut off at approximately 8 a.m.the following regular workday. 3. Orders.received from 8:00 a.m. to 12:30 p.m. will be turned on or shut off at approximately 12:30 that same day. 4. A charge of $15.00 for each new account/re-estiblishment of account/turn ons will be charged to each customer requesting service. If customer or occupant is not at home whenever the City employee attempts to turn water on, an extra fee of $10.00 may be charged for each additional trip. 5. If a customer desires to have water turned on or shut off after 3:30 p.m. they must pay the required overtime at a rate of two (2) hours call-out to be paid in advance. 6. Delinquent water users: Water will be shut off on the.1.6th of the month or the next business day. 7. A re-connect charge of $15 for restoring services will be added to delinquent accounts when water is shut off for non- payment. If the water cannot be shut off due to a bad curb box the same fee will apply. This bill will be paid in full before water will be turned on. If a customer desires to . have water turned on after 5:00 p.m. they must pay the required overtime at the rate of two (2) hours call-out to be paid in advance. 8. A fine or extra charge of $25 will be imposed upon anyone who turns water on without permission from the Public Works .Director.
