A quorum (3 or more) present, the following action was taken
by the Committee:
Motion by Jim Flisrand, seconded by Bob Strand that we allow
C.ocyt-? the shelter committee permission to reserve the shelter for
r?f1.,?.+Q dedication ceremonies for the shelter, date to be announced,
-7?qo and waive the $10 reservation fee. Motion carried.
Howard Thom reported that the shelter is almost complete
and he would request that the City now assume responsibility for
the shelter. He explained that he and others working on the
shelter had been covered under a bond carried by Earl Grainger
so the City would not be liable for any injury to volunteer
workers.
Motion by Bob Strand,(no second recorded on minutes received)
that we allow the Laurel Garden Club permission to use the shelter
n for a Farmer's Market to sell garden produce, Saturday, August
?Y 25th, from 9:00 a.m. to 3:00 p.m. Motion carried.
Motion by Darrell McGillen, seconded by Jim Flisrand that we
allow the Christmas to Remember, Inc. to sponsor,a Herbstfest
Festival in the Park, in Fireman's Park, Friday, September 21st
i? from 9:00 a.m. to 5:00 p.m. Motion carried.
Jean Carroll Thompson reported that there will be a dance
floor laid, tent canopys placed and food, entertainment, and art
will be available in the park that day. Additional garbage cans
will be needed and the group will be responsible for clean-up.
The City must also be named on the group's insurance policy as
co-insurer.
Oren Hellsvig, 512 Montana Avenue, and Russell Stadalman,
514 Montana Avenue, reported incidents of people using their
shrubbery for a bathroom on July 4th.
Only two bathrooms were available for the 10,000-20,000
People that attended the fireworks. And also there was an
insufficient number of patrolmen to patrol for individual use

of fireworks.
The Park Committee recommends that a special Fourth of July
Committee be appointed perhaps with a representative from
participating groups to coordinate all activities in the park
and work together to see that all the needs for the day are met.
The special committee will report regularly to the park
committee who in turn will report to the Council.
It was noted that some people were selling in the business
district without the benefit of a city license.
The committee approved the application form for financial
aid for swimming lessons and admission tickets for city residents
only that the office personnel had prepared using the Billings
application as a guide and the individual plastic-covered pool
pass that will be issued to each qualifying participant in the
program. A copy of guidelines is attached.
Motion by Jim Flisrand, seconded by LuAnne Engh that no
refunds be given for swimming lessons for the recreation program
once a child has started the activity. Motion carried.
The Park Committee urges that no one be allowed on the old
concession stand until it has been "shored up". Recently the
American Legion Baseball team has been using the roof of the
building for an announcer's/scorer's stand. Jim Worthington
will check into this.

APPLICATION FOR FINANCIAL AID FOR SWIMMING LESSONS AND ADMISSION TICKETS

Dear Parent or Guardian:
The City of Laurel does not want to deny the participation of any youth 18 years old
or younger in the swimming lesson program. or use of the City Swimming facilities due
to the inability to pay the fees involved. However, in fairness to all City taxpayers,
we must assure that all applicants approved for free lessons and admission tickets are
legitimate and that this practice is not abused.
The following income guidelines will be used for determining those families which will
be considered for free lessons and tickets. Please examine the income scale below
according to the size of your immediate family living at home. Children from families
whose members' total gross incomes are at or below those listed will be considered.

Definition of Income: "Income" as the term is used in this notice, is similar to
_.__.that. defined-....in the.Bureau of the Census report-, "Characteristics of the Low-Income
Population: 1971," Current Population Reports, series P-60, No. 86, December 1972.
"Income" means income before deductions for income taxes, employee's social security
taxes, insurance premiums, bonds, etc. It includes the following:
compensation for services, including wages, salary commission fees-(1) Monetary
from non-farm self-employment; (2) Net income
Security; (3) Net income from farm self-employment; (4) Social
(5) Dividends or interest in savings bonds, income from estates, or trusts,
or net rental income; (6) Public assistance or welfare payments;
compensation; (8) Government civilian employee or military retirement ornpennsionsnt
or veteran's payments; (9) Private pensions or annuities;
support payments; (10) Alimony or child
(11) Regular contributions from persons not living in the household;
(12) Net royalties; and (13) Other cash income. Other cash income would include
cash amounts received or withdrawn from any source including savings, investments,
trust accounts and other resources, which would be available.
In applying guidelines, City authorities may consider both the income of the family
during the past 12 month and the family's current rate of income to determine which is
the better indicator of the need for assistance.
"Family" means a group of related or non-related individuals who are not residents of
any institution or boarding house but who are living as one economic unit.
