At the March meeting Jim Kraft reported a balance in account of $16,610.99 COMMITTEE EXERCISE DESIGN COMMITTEE: [JEFF ASHWORTH, CHAIR] Next Meeting: May 25th REPORTS In the absence of Jeff Ashworth, Joe Marcotte and Mike Glancy reported on the following: 10-11 a.m., Billings Clinic, Room #1 AIRPORT TABLE TOP EXERCISE: May 8th, 2009, Mike Glancy thanked everyone for their participation and support. The exercise went very well and the exercise critique/action plan document is completed and at the printers. TUMBLEWEED HARMONY: Four (4) City joint exercise, June 23, 2009 @ 8:00 a.m., Mansfield Center (Billings). Terrorist Attacks in the Cities of Billings, Bozeman, Helena, Missoula. Scenarios may include: Railcar derailment, refinery attack (thanks to ExxonMobil), postal service delivery (white powder). Joe reported that as far as he knew the script details were still being finalized. OTHER PROPOSED EXERCISES THAT ARE STILL IN THE PLANNING STAGES. VIGILANT GUARD EXERCISE: September 09/Helena: Joint force exercise. Five teams to be invited. More to follow at a later date. GRANTS COMMITTEE [DIANNE LEHM, CHAIR] ECONOMIC STIMULUS PACKAGE: Diane reported that she continues to monitor the status of the proposed Economic Stimulus Package and MAY 14, 2009 MINUTES LOCAL EMERGENCY PLANNING COMMITTEE 2305 8Tm AVENUE NORTH - BILLINGS, MT 59101 JOE MARCOTTE, CHAIR JUNE 11, 2009 AGENDA PRE-DISASTER MITIGATION: Grant application was submitted to the State in mid-December and they don't expect to hear anything regarding the grant awards until mid-Summer. BLM FUEL REDUCTION GRANT: Grant application for 2009 has been submitted and she was uncertain when they would expect to hear any news as to the approval of the request. HAZARDS MITIGATION GRANT: Also a fuel reduction funding source. ASSISTANCE To FIREFIGHTERS GRANTS: Application Period to Open: FY 2009 Assistance to Firefighters Grant: The Department of Homeland Security has posted the FY2009 Assistance to Firefighters Grants (AFG) Program Guidance on the AFG Website. The application period is scheduled to begin on Wednesday, April 15, 2009, at 8:00 a.m. Eastern Daylight Time (EDT). Applications for these grants must be received by Wednesday, May 20, 2009, at 5:00 p.m. Eastern Daylight Time (EDT). For access to the FY09 Assistance to Firefighters Grant Program Guidance or FAQs - visit www.firegrantsupport.com/afal, EOC EMERGENCY OPERATIONS CENTER GRANTS: In an email, Jim reported that the request was unsuccessful. COMMITTEE REPORTS CAER/CITIZENS CORPS [PAM SANDERSON, CHAIR] NEIGHBORHOOD WATCH: Pam reported that they are still working on the details for the Ready Yellowstone campaign. A brainstorming meeting was held and a lot of good ideas were offered. She also reported that they are continuing the work on the information on the Map Your Neighborhood to be used during Neighborhood Watch meetings conducted by the Billings Police Department. UNIFIED HEALTH COMMAND [DEBBIE HEDRICK] May 5, 2009, KULR-TV reporter Sarah Gravlee reported on the activation of the Unified Health Command system in response to the recent NIIH1 Influenza outbreak in Mexico which is suspected in the deaths of nearly 150 people. Concern world-wide was that we could be on the brink of the first flu pandemic in more than 40-years. Debbie reported that officials activated the Unified Health Command System in Billings on Monday May 4th, in part to test the protocols of the existing systems within Billings Clinic, St. Vincent Healthcare and RiverStone Health, identify potential problem areas and to get information out to the Billings area communities on how best to protect themselves. Since the virus spreads quickly by contact, the message is to take care of yourself, wash your hands, if you have `flu4ike' symptoms - stay home so that you, yourself aren't spreading the virus. If you still have symptoms after a few days, then you should contact your doctor. An Associated Press article in the Billings Gazette on May 14th reported that State officials confirmed 4 cases of N 1 H 1 in Montana, three in Yellowstone County and one in Hill County. COMMITTEE CONFERENCE COMMITTEE [PAUL NUTTER] REPORTS In the absence of Paul Hutter, Joe Marcotte reported that the committee has met and are in the process of designing a work plan for the 2010 conference. COMMUNICATIONS COMMITTEE [PATRICK O'NEIL, Chair] Next meeting: The Communications Sub-Committee meeting scheduled for May 14th @ 12:30 p.m. was June 11 , 2009 canceled due to an unexpected conflict by the Committee Chair. ILERSBA was designed to provide front line law enforcement officers with the skills and knowledge to effectively interdict and respond to an imminent person-bome suicide bombing attack or an attack involving a vehicle-bome IED. Effective response to a suicide bombing attack requires a multitude of immediate decisions on the part of law enforcement officers. These decisions include safety and legal considerations. The needs assessment for this course indicates a significant training gap in this area. ILERSBA is intended to meet those needs and deals specifically with immediate decisions and actions in face to face encounters of person-bome and vehicle-bome IED attacks. The uncertain nature of a suicide bombing threat is a fundamental challenge in the design of initial law enforcement response. Experience has shown that terrorists exploit this uncertainty by altering their behaviors, tactics, and strategies. To reflect the multi- dimensional aspects of a suicide bombing attack, course designers created nearly 40 scenarios that are used with the course participants. These scenarios simulate the numerous instantaneous assessments that law enforcement officers must make during the initial response to an attack. They reflect safety considerations, legal issues, identification of suspicious devices, and knowledge of explosive materials. Several pilot deliveries demonstrated the effectiveness of scenario-based learning. Participants reported that their understanding of the multi-dimensional aspects of a suicide bombing attack response was increased through the problem solving experience embedded in the scenarios. Scenario-based learning is a reflection of how people actually learn; it uses problems and situations law officers are likely to encounter to develop knowledge, understanding, and confidence. Randy Middlebrook, Critical Infrastructure Protection Program Manager for Montana Homeland Security Montana All Threat Intelligence Center. Office (406) 4441315 reports that this training was held in Missoula, MT, March 18-19, and was a great success. A second seminar to be held in Billings, MT, June 16-17 at the Hilton Garden Inn, 2465 Grant Road. This two-day course is to provide training to security trainers within soft target venues, including hotel/casinos/resorts, large shopping malls, schools, medical facilities and large audience special events. WMD Tactical Commanders: The WMD Tactical Commanders course is designed to address technical aspects associated with planning a tactical law enforcement response to a WMD incident. As such, it provides detailed technical information to include practical exercises designed to cause tactical commanders to plan for effective, safe tactical operations in WMD environments. The course consists of eleven modules taught through classroom sessions and comprehensive practical exercises. WMD Tactical Commanders is designed to provide certified state and local law enforcement personnel acting as tactical commanders, their deputies, tactical supervisors, tactical team leaders, and assorted law enforcement and Fire/HazMat command, management, supervisors and planners with the knowledge, skills, and abilities to plan tactical missions for incidents involving WMD Law Enforcement Prevention and Deterrence of Terrorist Acts (AWR 122): This course is designed to provide law enforcement officers with the knowledge, skills, and abilities to assist in the prevention and/or deterrence of WMD terrorist incidents by using Occupational Safety and Health Administration (OSHA) Awareness Level knowledge. The primary audience is fro certified federal, state, and local law enforcement officers. Operational WMD Response for Law Enforcement PER 225: This course is designed to address specific fundamentals and skills associated with an emergency response to a WMD incident. As such, it provides detailed technical information and includes hands-on practice of actions required of emergency responders in WMD incident situations. Throughout the program of instruction, participants are reminded of the necessity for teamwork among all responding agencies; as emergency responders, they must support and facilitate the operations of fire and medical services and other responding agencies. In summary, the course prepares representatives of State and local emergency response agencies to perform a critical emergency responder role safely and effectively during an incident involving WMD agents. This course is intended primarily for law enforcement responders most likely to be called upon to operate within the warm or cold zone of a WMD incident involving hazardous materials. However, because WMD response is likely to be multidisciplinary in nature, the course will also be useful to firefighters, paramedics, public health, and other personnel with the responsibility to respond to these incidents. Eme enc Response to Domestic Biolo caI Incidents ffi? 220: This course provides information for emergency responders and local government officials so that they may develop a plan of action to deal with potential bioterrorist attacks in their community. This goal is achieved by providing information about the nature of biological attacks, their potential for destruction, and how to deal with such attacks. This course provides a balanced view of the risks and threats of biological attacks; it also highlights some of the current strategies used to counter the problem. A major component of the course is two interactive exercises that will allow participants to work through a community response to bioterrorist incidents.
