HomeMy WebLinkAboutCity Council Minutes 04.04.1995Minutes of the City Council of Laurel April 4, 1995 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Charles Rodgers at 7:00 p.m., on April 4, 1995. COUNCIL MEMBERS PRESENT: Albert Ehrlick Bob Graham Lonnie Kellogg Gay Easton Chuck Dickerson Ron Marshall COUNCIL MEMBERS ABSENT: John Minch Donna Kilpatrick INVOCATION: Invocation was given by Alderman Kellogg. MINUTES: Motion by Alderman Dickerson to approve the minutes of the regular meeting of March 21, 1995 as presented~ seconded by Alderman Minch. Motion carried 6--0. CORRESPONDENCE: Received a Risk Management Bulletin from Montana Municipal Insurance Authority regarding Preparing budgets for the alcohol and drug testing of employees who have CDLs. Received a Legislative Bulletin from the Montana League of Cities and Towns. CLAIMS: Claims for the month of March were reviewed by the Budget/Finance Committee recommended that they be paid. Motion by Alderman Marshall to approve all claims in $227,384.27 for the month of March~ seconded by Alderman Graham. 6--0. LONNIE KELLOGG - CRIME STOPPERS: Lonnie has been contacted by a representative from Crime Stoppers, pertaining to the latest homicide. They would like to increase the reward for information leading to an arrest in the homicide. Crime Stoppers is asking the city for $1,000.00, which will be retained by the city and used only if there is an actual payout. There have been some private donations added to the reward. Crime Stoppers may advertise that the reward has increased~ but they know the money will not be available until July 1st. It was the consensus of the council for the Budget/Finance Committee to budget this in the 1995-1996 budget. ALAN MANGEN, MCI LONG DISTANCE CARRIER: Mr. Mangen was not present for the council meeting, therefore, no discussion took place. CITY COUNTY PLANNING BOARD - ENTERTAINMENT SUBDIVISION: The developer requested that this be postponed until the April 18th council meeting. COMMUNITY TRANSPORTATION ENHANCEMENT PROGRAM (CTEP) PROJECT: RESOLUTION NO. R96-8 BEING A RESOLUTION AUTHORIZING THE MAYOR TO SIGN ALL APPROPRIATE DOCUMENTS FOR THE GENERAL PROJECT DEVELOPMENT AND CONSTRUCTION AGREEMENT TO DEVELOP AND CONSTRUCT A COMMUNITY TRANSPORTATION ENHANCEMENT PROGRAM (CTEP) PROJECT, STPE 6999 (1), TITLE SIDEWALKS-LAUREL. Motion by Alderman Marshall that Resolution No. R95-8 be adopted, seconded by Alderman Graham. Motion carried 6--0. Alderman Marshall asked when will the project start? Mayor Rodgers stated when the paper work process is completed~ the project will be started. R95-9 BEING A RESOLUTION AUTHORIZING THE MAYOR TO SIGN ALL APPROPRIATE DOCUMENTS FOR THE CTEP MAINTENANCE AGREEMENT Motion by Alderman Dickerson that Resolution No. R95-9 adopted, seconded by Alderman Graham. Motion carried 6--0. COMMITTEE REPORTS: --Budget/Finance Committee minutes reviewed. Motion by Alderman Marshall to of March 21, 1996, into the record, 6--0. be passed and --City Council Committee of the Whole minutes of March 21, 1995 were presented. Motion by Alderman Kellogg to enter the City Council Committee of the Whole minutes of March 21, 1995, into the record~ seconded by Alderman Ehrlick. Motion carried 6--0. --Local Government Review Study Commission minutes of February 28, 1995 were. presented for informational purposes. Motion by Alderman Marshall to enter the Local Government Review Study Commission minutes of February 28, 1995, into the record, seconded by Alderman Kellogg. Motion carried 6--0. --Park Committee minutes of March 23, 1996 were presented and reviewed. Clean-up week is April 24th thru April 28th. Clean-up Day is April 29th. There will be a notice in the Outlook to inform residents of yard and alley clean-up. Motion by Alderman Marshall to enter the Park Committee minutes of March 23, ]995, into the record, seconded by Alderman Ehrlick. Motion carried 6--0. COMMENTS FROM THE AUDIENCE: Alderman Dickerson announced an Insurance Committee meeting on Tuesday~ April tlth, at 6:30 p.m. He also stated a Public Utilities Committee meeting will be held on Monday, April 10th, at 5:30 p.m. Dave announced the Parks Committee meeting will be Thursday, April 6th, at 5:00 p.m. at Riverside Park instead of April 13th. APPOINTMENTS: None MAYOR'S COMMENTS: Mayor Rodgers stated he is working on some of the committees. There are a few committees who have members that need to be reappointed if they wish and a couple of changes that need to be made. He will be contacting these committees. The Negotiations Committee will be the same as it has been in the past. There being no further business to come before the Council at this time, the meeting was ad3ourned at 7:22 p.m. Donald L.
