Members present: Chairman Bob Gauthier Donna Kilpatrick , Norman Orr , Mel Krug Rob Harris Chuck Dickerson L. D. Collins (late), Don Meyers late) B. Other's present: Dave Michael , Jim Flisrand, Darrell McGillen, Ernie Davis, Alan Crowe, Don Hackmann, Joe Bradley (late) A quorum 0 or more) present the following action was taken by the committee: Bob Gauthier presented the Mayor's Status Report dated March 4, 1986. Bob mentioned that the budget worksheets have been distributed for the committees to look at and they should be returned by the middle of next month. Bob said that he has been approached by several organizations to spot dump trucks for spring clean-up. There were no objections from the Council members to do this. Bob announced that Ernie Davis will be moving his office to the City Shop and Dave Michael will move his office to the Sewer Plant. Members of the Library Board presented a proposal for locating the new library at Thompson Park. Bob said he has been approached on a proposal for the City to purchase the Ramsey building. They have offered us an extremely reasonable price. It's around $5 a sq. ft. - total price a little over $400,000 which includes about 10 acres of land. The problem is finding a way to finance it. There would be some tremendous alternatives that we could do: City Shop, Maintenance building, City Hall offices -- maybe convert the current City Hall into a library - or have the library down there, too. Also, possibly a community center. At this time Don Meyers and L. D. Collins arrived at the meeting. More discussion regarding the library. Possible joint venture with the school district was mentioned. Members of the Library Board who were present appeared to be opposed to this idea. Discussion regarding the grant application, asing park land, possible public hearing to receive public input for locating the library in the park or other areas. The Mayor thanked Ernie, Dave, Jim and the crew for their help in sandbagging at the Water Plant and Riverside Park during the recent ice jam. More discussion regarding the changing of office location for Ernie and Dave. All ,,h The applications for the elected officials seminar have been received, which will be held at MSU in Bozeman, March 20--22. For those who are planning to attend, fill out your registration form and give them to the City Clerk by Friday, March 7th. Bob mentioned that the opening flag ceremony tonight will be conducted by Brownie Troop #160. Ernie Davis wanted to know why City officials have to live within the City limits and also would like to know if this could be changed. Joe Bradley said that it is required by State law for City officials to live within the City limits. Meeting adjourned at 7:56 p.m. Res ectfully submitted, Don Hackmann City Clerk 0
