Average is 4 to 5 Place of Meeting MINUTES Time 6:30 p.m. Council Chambers Members Present: Chairman - Bob Gauthier Ervin Wood Bruce Teeters Donna Kilpatrick Chuck Rodgers L.D. Collins Bob Graham Chuck Dickerson (late) Others Present: D.L. McGillen Pat Metzger (late) Peg Kamerzel Don Hackmann 1988. Alan Crowe Jim Flisrand Dave Michael (late) Bob distributed the Mayor's status report dated July 17, Bob reported that we have had many water leaks this summer, per month. The pool was closed for awhile due to a water leak, which was right underneath the building. There was a problem during construction of the new lift station. The Contractor broke a private sewer line. The line went around the old lift station and we didn't have any drawings of it. The Contractor was not aware that the line was there. This will be discussed during the Council meeting. The Lift Station is almost complete. We need to adopt the preliminary budget tonight. The final budget will be adopted on August 8th. There is a proposed 6% water rate and sewer rate increase. Action on this. increase will come at a later date with seperate resolutions. Negotiations have not been completed. The preliminary budget reflects a proposed 2% wage increase. Negotiations will continue Wednesday, July 20 at 6:00 p.m. Discussion regarding citizens working off fines through Beta Services. r $1 • The sign that the NAPA Store put up on private property is blocking visability on 4th Avenue. Someone will check on this. Someone from the Retail Trades Committee will be at the Council meeting tonight to request permission to close the street from Penney's to the alley for Crazy Days. They are also going to have wagon rides by the Red Velvet Carriage Company. They need someplace to stop for loading and unloading, possibly the city parking lot. town. Discussion regarding speed signs on East Main going out of Discussion regarding swimming and boating on South Pond. Currently the ordinance reads no swimming or motorized boating. There was some question as to the use of rafts and inner tubes. Bob will review this with Joe. Discussion regarding the mud on E. 5th Street between Montana and First Avenue and also on East 3rd between Montana and Colorado Avenue. This will be cleaned up. Discussion regarding renting parking spaces in the City parking lot. The Parking Committee will meet next Tuesday, July 26th at 5:30 P.M. The meeting was adjourned at 6:53 P.M.
