McGillen Jim Worthington Vicki Metzger Don Hackmann Mike Atkinson Bob suggested that the Correspondence and Committee reports be reviewed before tonight's council meeting. Jim Worthington gave an update on the Martin property behind Ricci's. This afternoon around 4:00 p.m. he got the final form. The City has to file a statement with the Yellowstone County Clerk and Recorder, which will be done tomorrow. The garage will be torn down sometime this month. Today Exxon is out of Riverside Park. They are through with their line placement there. They have moved south and will make 2 road crossings and then come back and make a crossing near Bernhardt Road. The line was installed across the river severalweeks ago. Dave reported that they will have to be carefully watched when they install the north crossing because they will cross both of our water mains. Bob Gauthier reported that the City was served court papers today regarding the Butler sewer problem at 616 Cottonwood. Don Hackmann stated that Alexsis, a claims and risk management service for MMIA, will be handling the case. Jim Worthington reported that last Thursday the Highway Department had the bid opening for the construction on Maryland Lane from 6th Avenue to Washington. It has been awarded to Midland O'Leary and construction should start in the near future. Bob Gauthier encouraged everyone to turn in their 1991-92 budget requests. Budget meetings will begin April 15th at 5:00 p.m. Page 2 City Council Committee of the Whole April 2, 1991 Darrell McGillen said that he was approached by the Home Front Committee for Desert Storm here in Laurel, regarding the Fire departments participation when the servicemen come back. They would like to see the servicemen greeted like they do with the basketball teams. No one seemed to have any problem with this. It will be done every time a serviceman returns. Darrell said that he would not take the trucks out of the City limits. Chuck Rodgers had a couple of calls regarding trash collection. Dave Michael said that the truck was probably full and the route will be completed tomorrow. City clean-up is scheduled for April 20th. Dave will put a notice in the paper that alley clean-up will be the week of April 22nd. Bruce Teeters commended Jim Worthington for his efforts between the State and Montana Rail Link for cleaning up under the underpass and railroad crossings. It's nice to see some communication there and that we are working together. Donna Kilpatrick agreed with his comments. Dave Michael reported on a seminar that he attended in Helena recently regarding water testing. In 1993 there is going to be additional mandatory water testing which could cost up to $7500. There are new Federal EPA regulations that will take effect. There will be 17 pesticides and PCB's and 18 BOC's, nitrates, asbestos and others to test for. Discussion regarding the City's quality of water. Dave said that we have a very good water supply. The acceptable level of minerals, etc., in the water is way under the standards that have been set. Discussion regarding the unsightly pile of coke east of town. This will be brought to the attention of the City/County Planning Board.
