Review the Committee minutes and correspondence.
Review the letters of interest from applicants for the
vacant Alderman position in Ward III. Letters were received from
Chuck Dickerson, Dan Lowell and Gay Easton.
Ron Marshall reported that Laurie Parpart will be at the
Council meeting tonight to discuss keeping rabbits in the City.
Currently it is against City ordinance to have rabbits within
the City limits. She does have rabbits and a neighbor found a
dead rabbit on their lawn and assumed it belonged to Parparts,
which apparently it did not belong to them. Mrs. Parpart
would like to see the ordinance changed to allow pet rabbits
in the City limits.
Cheryl Marshall mentioned that Intermountain Distributing
would like to run a promotion for an Ambulance fund raiser. For
every case of beer, including O'Doul's, that they would sell during
the months of June, July, August and September they would donate
.10? to the ambulance capital projects fund. The last time they
ran a 3 month promotion like this, they contributed over $1,800.
Cheryl has mixed emotions about this. She did not know what a
direct contribution from them would be, without running a
promotion. She wanted to know how the Council felt about this
and if there wasn't any objections from anyone she would pursue
it. A comment was made that they didn't like to see revenue
come about by beer sales, but we need the money for the Ambulance
capital projects fund. It was suggested that Cheryl take this to
the ambulance committee.

It was reported that questions have been asked as to why
we don't have a mill levy for the ambulance. Don Hackmann said
that I-105 is still in effect, but this could possibly be a
voted mill levy. (see attached)
Darrell McGillen reported that he went to Briggs Distributing
to run a similiar promotion on an individual basis and keep the
City out of it. He said that Briggs will do something.
Darrell also gave an update on the new fire truck. It should
be delivered to us by mid-February.
The meeting was adjourned at 6:54 p.m.

7-34-101. Ambulance services authorized. A county, city, or town,
acting through its governing body, may establish and maintain an ambulance
service for such county, city,
with or town. Any county, city, or town may contract
any county, city, or town to establish and maintain a joint ambulance
service and to share the costs, such costs to be apportioned according to the
benefits to accrue, with the proportion to'be paid by each to be fixed in advance
by joint resolution by the respective governing bodies, if the governing body
has received a petition signed by 15% of the electors registered to vote in the
county, city, or town at the last preceding general election or in each of the
counties, cities, or towns wherein a joint ambulance service is being estab-
lished.

I hereby submit my letter of interest for the position of Alderman - Ward 3.
I have been a resident of Ward 3 since September 21, 1990, residing at 532 Fairview.
Lane.
Prior to this I resided at 707 Juniper Avenue from August 1978 to May 1990. While
living at this address I served as Alderman - Ward 4 from January 1984 to February
1990. During my terms as an Alderman, I served 2 years as President of the Council
and on just about all the committee's in city government. I also represented Laurel
as a member of the Yellowstone City--County Health Board from July 1986 to March 1990
and the Laurel City-County Planning Board from 1988 to 1990.
I resigned from the City Council in February 1990 due to the sale of our house and
moving out of Ward 4. 1 valued my 6 years as an Alderman and would like to bring the
knowledge and experience I acquired during that time back to the City of Laurel as
Alderman - Ward 3. If appointed, I would plan on running in 2 years to complete the
4 year term.

Ward III.
I was born and raised in Laurel, graduating from Laurel in 1973.
I'm married to Sherry Zinda Lowell and have four children, Justin,
Amy, Daniel and Travis.
Four years ago I assumed.my father's business, Lowell's Barber Shop,
in Laurel.
I currently reside at 1115 8th Avenue, Laurel, which I purchased in
40 1979.
