Albert Ehrlick received a call from Hank Hard.inq who wanted
to know if he could rent the land designated as a park in Badger
Square. Discussion. Someone will check with Cal Cumin.
Jim Worthington reported that the Agreement with Cenex
Transportation will be delayed. until the next council meeting
on April 7th.
L.D. Collins said that all the council people should, talk
to everybody they can regarding this wash system that Cenex is
proposing. He had talked to some of the engineers in Billings
and the City is not allowing any more of these hookups and, they
have had alot of trouble with them in the past. There are
several checmicals that can be washed out and absolutely kill our
digesters.
Jim also .mentioned. that he has talked with Jerry Burns, the
engineer for the State of Montana Water Quality Bureau., who is
checking on this and he will give a report to Jim by Thursday.
Dave Michael reported on a solid. waste workshop that he
attended last week in Billings. They are getting public comment
to write the regulations for solid waste management in the State
of Montana. Their basic guidelines are source reduction, re-use,
recycling, composting, incineration, and. landfill. There is a
recommendation for the 25% reduction in garbage.
Ron Marshall was approached by the manager of Town Pump
and thev would like to change the policy of serving beer with a
meal to just be able to serve drinks anytime without having to
is buy a meal. Ron checked. with Joe Bradlev and he said that they
would probably not have to go back to the City/County Planning
Board but they would have to come to the City Council for approval.

Ron is not sure at this time if they will pursue this change or
not.
Bob Graham reported on a garbage committee meeting held
at the transfer site last night. There are apparently two problems
up there:
1. The big containers are down in a hole to where we
have to drop them and customers back up and drop
their garbage in them. The containers are getting
banged around, dented up, etc.. Dave is getting
some material from Park City that will help that
problem until we get the transfer site built.
2. The actual location of the transfer site and how
it is to be constructed.
Bob felt it was better to have the whole committee up there
to see first hand the problems we are facing.
Bob says that looking to the future he can see where the
Council is going to be facing quite a bit of an expense to get
40 the transfer site on line. It is going to cost more than originally
anticipated, due to what OSHA and EPA require.
The meeting was adjourned at 6:50 p.m.
