CITY COUNCIL CCMMITTEE OF THE WHOLE

Chuck Rodgers will appoint Jim Worthington as ADA Coordinator
at the Council meeting tonight.
Also, Chuck will re-appoint. Lonnie Kellogg to the
Yellowstone County Board of Health at tonight's Council meeting.
Chuck suggested that the police committee form a sub-
committee to work with the Montana Trade Port Commission to
study the feasibility of law enforcement consolidation in
Yellowstone County.
Chuck reported that he was attending the elected officials
workshop on May 6, 7, & 8 in Bozeman, and wanted to know if
anyone else was interested. Apparently no one else is going.
Discussion regarding a letter from residents in High Point
Subdivision.
Chuck reported that he had. sent a letter to the Public
Service Commission regarding better communications. U.S. West
has asked for us to continue in their support to update the
telephone office (Communications Center) here in Laurel.
Jim Worthington .reported that the group of people on
East Maryland are concerned about the leveling off of the fill
area in Hiqh Point Park. They are also concerned about the signing
of East Maryland from Alder to Yard Office Road to 25 mph.
Another item of concern is the asphalt damage done by the
Contractor on Alder and Maryland. This was done when the overlay
was done on Maryland .Lane. At 10:00 a.m. on Friday, the City
and County will go out and "walk through" this area to see what
needs to be done.

• Cal Cumin reported that the Trade-port Commission is going
to take the lead on the consolidation issue. The City does not
have to go along with this if they don't want to.
Bob Graham said that he had received a phone call regarding
garbage not being picked up on the ten hundred block of Second
Avenue. Also, Bob received a complaint on the lack of sweeping
in the downtown area. It was reported that the sweeping started
today on the summer sweeping program.
Discussion regarding one of the approaches into Burger
King. People going south on First Avenue will go against traffic
for a few feet before turning left into the Burqer King
property. This creates a real dangerous situation. Ron Marshall
has talked to Mike Atkinson about this and no solution has been
reached.
Jim Worthington reported that he had talked to the state
about 3 months ago and because the highway was a federally
funded project it would be next to impossible to change the
median. He will contact the state again and see if they could
put up a "no left turn" sign and possibly a "keep right" sign.
Albert Ehrlick wanted to know if the City had anything in
place to handle the request by Town Pump to have a little more
• leeway on serving beer. Joe Bradley was not present to give an
answer. Ron Marshall said that he had talked with the manager
of Town Pump and he was wondering what they could do. Ron checked
with Joe and if they wanted to do anything they would have to come
to the council. But Town Pump has not officially contacted the
City to request a change in the policy.
Gay Easton received a complaint regarding a patio being
attached to a building on West 13th Street without a permit.
Gay talked to Jim about it and he said that they don't need
a permit for a patio. But according to the Ordinance a permit
is required.
Jim met with the individual and informed him that he needed
a permit and he said that he would get one. Jim went on to
explain when you need and don't need a permit for a patio
covering.
The meeting was adjourned at 6:52 p.m.
