Collins Bob Graham Lonnie Kellogg CITY COUNCIL OCMMITTEE OF THE WHOLE Date June 16,_1992 Time 6:30 p.m. CJ Others present: MINUTES Dave Michael D.L. McGillen Dave Slaymaker Jim Worthington Vicki Metzger Don Hackmann Copies of the 1992-93 preliminary budget were distributed for review, before adoption on July 21st along with the preliminary tax resolutions. Jim reminded everyone that the encroachment application for H & R Block is on the Council's agenda tonight. A $50 encroachment permit fee and a $50 annual fee have been approved at prior council meetings. Jim reported on a letter received from the Department of Commerce regarding the City's request to extend their municipal building code jurisdictional area beyond the City limits. This was denied (see copy of letter in tonight's correspondence). This effects our improvements at.the solid waste site, drying beds at the Wastewater treatment plant, the rest of the roofs on buildings outside the City limits, and the Airport Authority. The total fees for this work will cost between $14,000 and $15,000. The contract with the City of Billings for next fiscal year is on the agenda tonight. The dollar amount for compacted and uncompacted garbage remains the same as last year. Dave Michael reported that the crew is proceeding with the water line on Wyoming Avenue. Weather permitting, they should have it completed within the next few days. Three tables have been installed in Thomson Park. Two in the northwest corner and one by the concession stand. This is part of the Thomson Park Project, which is a 50-50 grant from the IS Fish, Wildlife and Parks. The final draw down has been sent to Helena. Page 2 City Council Committee of the Whole meeting of June 16, 1992 Ron Marshall reported that he and Chuck Rodgers met with Mr. Bob Coop regarding the Fire/Building inspectors position. Mr. Coop is retired from the Billings Fire Department. They exchanged ideas on how this position should be implemented. Pay was discussed, which included a contract with him. He would rather not pay FICA or PERS. However, if he is hired as an employee he would have to pay FICA and PERS (works 960 hours or more in a year). The LVFD is knowledgeable when it comes to fire inspections, but no one has the time. Darrell McGillen said there will be a person at the council meeting tonight to protest the fire billing he received for $450. His trailer of .hay caught on fire outside the City limits and the LVFD put it out. Vicki Metzger prepared a computer list of City licenses which will be presented under the committee reports tonight.
