Collins Bob Graham Lonnie Kelloqq Others present: Dave Michael Vicki Metzger John Volmer Don Hackmann Chuck Rodgers informed everyone that Jim Worthington is in the hospital and could possibly have surgery for a blocked artery in his neck. Chuck said that we need to contact the state for permits for some drying beds at the Sewer Plant. Also, a decision needs to be made about having a transfer site. The old landfill still needs to be closed, which could cause some problems for people dumping concrete, etc., with no place to go. The roof on the pole shed at the City Shop was ripped off during a wind storm. Dave is having Roderick Lumber give an estimate of repair costs., Since the building cost $4,100 and the insurance deductible is $5,000 this building was not covered under our insurance policy. Bob Graham reported that there was a garbage committee meeting last night. He asked John Volmer to come here tonight to give his point of view of the problems and what needs to be done with the garbage situation. John had reported that there isn't enough manpower to get the garbage collected and hauled to Billings. Employees have been working through their break time and lunch periods. Sometimes there would be overtime because they could not get back from , Billings before quitting time. The trucks haven't been serviced in 3 or 4 weeks, because of the lack of manpower. They hauled. 26 loads to Billings during a 6 day period. Page 2 City Council Committee of the Whole meeting of August 4, 1992. • Bob Graham said that according to Jim Worthington we cannot physically haul enough garbage to Billings to keep up with it. We are hauling 5 loads a day and we need to haul 11 loads a day to make it without using our garbage trucks. After a transfer site is set up and we are not running the two garbage trucks to Billings, the load will be tremendous on the one roll-off transfer truck. The problem has come about during the past month due to wet garbage, grass clippings, and since it is so heavy a full load cannot be hauled due to the truck being overweight. Bob Graham said if these problems keep mounting up, maybe the city should get out of the garbage business. Discussion regarding monitoring wells and leasing of land for a landfill. Bob Gauthier reported that the State of Montana will not lease land to be used for a landfill. Ron Marshall reported that there will be a police committee meeting next Tuesday night to review the police personnel manual. Lonnie Kellogg wanted to know why there are so many water leaks on woodland Avenue. Dave Michael said that when one leak is repaired another one shows up. Albert reported that the hole behind Hansen's Heath Spa still hasn't been repaired. The hole is in the alley on 4th Street between 1st and 2nd Avenue. Dave said that the gutter has sunk, but he will look at it again. Vicki said that there is a business license meeting tonight, but no committee report. The business is "Chalk-Up" and this was on a previous license committee report. More discussion regarding the old landfill and the problem with garbage disposal and the cost of running the trucks. Don Hackmann distributed another set of changes for the Laurel Municipal Code book. The meeting was adjourned at 7:02 p.m. Respectfully submitted, Don Hackmann • City Clerk
