Collins Lonnie Kellogg Jim Worthington Don Hackmann Ron Marshall commented that the street department is making pretty effective use of millings that they got recently. It has been a good improvement on the side streets. Donna had a question regarding the compressor at the FAP, • which was listed on a purchase requisition reviewed by the Budget/Finance committee earlier today. Chuck reported that it is the same compressor that went bad in City Hall awhile back. In the long run it costs less to replace than repair these compressors. Gay reported on a trip to West Yellowstone and Jackson Hole. He passed around pictures that were taken of the transfer stations at these two locations. Jackson Hole hauls their garbage 75 miles to somewhere in Wyoming. West Yellowstone hauls their garbage to Livingston. Ed Steffans accompanied Gay on this trip and through their discussions came up with the following options that the City needs to consider. 1) Close the transfer site completely and haul to Billings. 2) Apply for a Class 3 landfill and haul to Billings until we find a solution. 3) Purchase an additional packer and haul to Billings. 4) Add 1 or 2 extra containers in problem areas and reduce pickup to once a week. 5) Build a transfer site for the City needs which will be adequate for the next 15 to 20 years with the least cost to the taxpayers. ($250,000) 6) Buy additional land and apply for a new landfill. N' y Y _r Page 2 City Council Committee of the Whole meeting of Sept. 15, 1992 0 Ron Marshall mentioned that we should still look at another option of having BFI take care of our garbage. Gay said that a concern of his is that if we go and build something for a quarter of a million dollars and then 5 years down the road it becomes obsolete. Chuck reported that while on a vacation trip to Washington he found the same situation as West Yellowstone and Jackson Hole. However, they are re-cycling, which the homeowner has to pay for. He noted that one City has to haul their garbage 384 miles. Ron mentioned again that we should possibly look at BFI to take care of our garbage.
