Mike Atkinson mentioned that Dave Slaymaker's 1 year .
probation is up and he would like to see him appointed as captain.
Lonnie mentioned that in the future he feels the council
• should be notified about 30 days in advance when these appointments
come up, so they have time to think about it. In the past there
have been some questions as to whether the appointment should be
made due to a problem or two.
Mike also mentioned that the roof repair at the complex is
almost completed.
L.D. Collins said that a lady called him about some stores
selling tobacco products to minors. Several stores say that they
don't sell tobacco to minor children, but it possibly could be
one of the convenient stores. After doing some checking it was
found out that there is no federal or state law that forbids
minors from buying tobacco products. What the federal people
say is that they leave that up to each individual city to pass
an ordinance, if they decide that they do not want minors using
tobacco. Billings and Columbus have such an ordinance and
apparently other,cities do also.
L.D. feels that the City of Laurel should have an ordinance
prohibiting minors from buying tobacco products.
The Mayor suggested that this be discussed at the regular
council meeting tonight. (Clerk's note: This was not discussed
at the council meeting on 10-20-92. I called the City Clerk in
Billings, Columbus, Forsyth, and Roundup to get a copy of their
ordinances and only Billings and Columbus had one, which they
are sending to me.)

Bob Graham thanked the City, all of the foremen, super-
intendents, and everyone else responsible for cleaning up our
alleys. They did a very good job.
Discussion about the daily equipment check list, which Dave
presented. Ron thought it should be in duplicate. Chuck said
this is all on trial and error basis for now. It just came out
last Friday. L.D. thought it was a little extensive for a
daily check list.
Dave suggested to review the garbage committee minutes.
Extensive repair is needed on the Bomag.
The PTO shaft on the scraper quit working. It was hauled
into Hall-Perry Machinery Co. and they are looking at it.
A surface is being put down at the transfer site where the
containers sit. This should help eliminating getting bogged
down in mud during the winter months.
Thursday the winter suction lines should be installed at
the Water Plant.
Since daylight savings time is soon over, the regular
• sweeping of the streets twice a week will come to an end until
spring. If the weather stays nice sweeping will be done
periodically.
Don reported on the annual conference of the Montana League
of Cities and Towns, held in Lewistown October 7, 8 & 9th.
Jim reported on the Community Transportation Enhancement
program.
