CITY COUNCIL COMMITTEE OF THE WHOLE

Mike reported that the new police car will be in service
tomorrow or the next day.
Albert reported that the trailer house on the north side of
3rd Street, across from the Credit Union, is still there.
D.L. McGillen mentioned that Norm Cline is one of the top four
finalists to fill two positions on the Trade-Port Authority Board.
Chuck Rodgers mentioned that Jerry Thomas, Director of the
Trade-Port Authority, is going to make a presentation at a council
meeting sometime in the future to explain what the Trade-Port
Authority is all about.
Donna introduced County Commissioner, Bill Kennedy.
Lonnie asked Darrell McGillen how he is coming with the ISO
rating.
Darrell said that he has not applied for it yet.
Lonnie said that if we go from a 5 to 4 rating it would save
each homeowner about $25 a year on their homeowner's insurance.
This is quite a process to go through to change the rating.
One of the things that is required is that there needs to be an
alternate source of power at the water plant.
Darrell went on to explain that the fire department now has a
computer which will help to gather information for the application.
He said that they need to get their "ducks in a row", because if we
fail the ISO test, we can't apply again for 5 years.
Fire inspections is another requirement which the City is
working on now to get an inspector. The rating is not on
residential property, it's the commercial. The residential will

feel the impact, but the rating is on commercial property.
Darrell said that he hopes by this fall that we can get
something going.
More discussion on an alternate source of power for the water
plant, such as a generator. According to the ISO, the reservoir is
not an adequate source of water to fight a major fire and also
supply the routine daily requirement for the city.
Discussion regarding the water system analysis done by HKM
several years ago. This was mainly the distribution system and not
the water plant.
Dave Michael reported that he received the 1993-94 budget
work-sheets today and if any of the committees want to have any
input, to give him their proposals by next week.
Dave and Chuck have been meeting with each foreman to discuss
next year's budget.
Jim said that the construction trailer parked by the Credit
Union will be moved tomorrow.
Chuck suggested that we start doing some planning for our
water system. The city is going to grow and we will need another
reservoir. The basins at the water plant are in pretty bad shape.
Bob Graham suggested that we contact our state senators and
representatives to support House Bill #591 (increasing the
accommodation tax from 4% to 7% and the additional revenues
allocated to cities and towns).
Jim said that he has approved plans for 7 new homes in Laurel.
Two of the homes will start tomorrow.
There are not many lots available within the city limits. Jim
said that by the next council meeting he will have a proposal
regarding the 16 lots the city owns in Cherry Hill subdivision.
Bill Kennedy, County commissioner, mentioned that March 18th
will begin their first evening meeting. He also would like to meet
with Laurel area residents periodically and asked the council for
space to have these meetings for people to come and express their
concerns.
Bill suggested that the last Friday of each month from 2-4
P.m.. The council chambers would be available at that time for him
to use.
Discussion about contacting a grant writer to look for grants
to build a reservoir, water plant improvements, etc.. (Note: Don
contacted Barbara Campbell of Double--Tree, Inc., of Bridger on
March 5th and she will be at the April 6th council meeting to
discuss grant applications, etc.).
