CITY COUNCIL COMMITTEE OF THE WHOLE
March 16, 1993, 6:30 p.m.

L.D. Collins suggested everyone review the Public Utilities
committee minutes before the Council meeting. This is regarding a
water bill adjustment for H. P. Gradwohl (Gerald Aisenbrey's father-
in-law) .
Vicki reported that Ernie Davis has made payments for two months in
a row, instead of one every other month. (Clerk's note: As of 3-
3-93 Ernie Davis still owes $20,008.18)
Lonnie reported that he has received the 1993-94 budget for the
City-County Health Department and said that the administrator, who
is an RN and not a doctor, receives $52,000 a year. He feels that
this is rather high and wanted to know what the other council
members think. There were others who agreed with Lonnie and he
will report that at a meeting on Thursday.
Discussion regarding the dirty underpass. This will be brought to
the attention of the state highway department.
Dave reported that we have had four water leaks the past two days.
This is attributed to frost and electrolysis. Darrell said that
the one in front of the FAP could have been caused by the Fire
Department shutting off the valve too fast.
Jim reported that he is going to Helena tomorrow to testify at a
Committee hearing regarding the Mega-Landfill bill. Primarily this
is to try and upgrade the maximum capacity of the Billings
landfill. This is being requested to make sure that Billings has
the capacity for future development.
As the law now stands, the Mega-Landfill bill which was passed a
year ago, Billings could exceed the capacity in the very near
future. So, Billings is asking this to be upgraded. They have
received a favorable report out of the first committee.
is Jim is going up with representatives from the City of Billings, Red
Lodge, and Columbus, with letters from Hardin and Roundup.
Jim mentioned that the sale of the Boise Cascade property has been
completed. It is now in the ownership of Ron Fox from Hamilton,
who is in the lumber business. He has applied for a business
license. The business will be a distribution center for lumber.
Chuck reported that there is a regional R C & D meeting at EMC on
3-26-93 from 1-3 p.m. in the Lewis Room of the Student Union
Building. They will be discussing the VA Nursing Home, Women's
Prison, and Transportation for the entire region.
On April 5th at 11:45 p.m. there is a recycling meeting at the
north-side Fire Department in Billings.
There is a Local Government Workshop April 21st, 22nd and 23rd at
the Holiday Inn in Bozeman.
Chuck reported that at the Budget/Finance Committee meeting this
afternoon Rocking B-S Partnerships gave a presentation on the trade
of land for city use in exchange for some city lots (see letter
attached to the budget/Finance Committee minutes of 3-16-93).
The Public Utilities Committee will review the proposal to see if
the land can be used for a water reservoir.
