CITY COUNCIL COMMITTEE OF THE WHOLE
JUNE 1, 1993 6:30 P.M.

Larry McCann, a Billings City fire inspector, was present to
discuss his proposed contract (see attached) with the City of
Laurel for fire inspections. Larry couldn't be here tonight for
the regular Council meeting, so the Mayor asked him to come to this
meeting.
His contract proposes working 280 hours for $5,000 to set up the
system and 50 hours of computer time. He set this program up for
the City of Billings.
It was the consensus of the Council that this program is long
overdue and everyone seemed to be in favor of it.
Mr. McCann mentioned that there are members of the LVFD who are
interested in working with him to train and learn the fire codes.
Since the City of Laurel has never done any formal fire
inspections, a written document will be done on each inspection.
There are some pre-planning fire issues that the firemen will need
to know.
It was stressed that public relations are very important in
starting this fire inspection program.
Discussion regarding having some pre-inspection meetings with the
local business people.
It is the intention that fire inspections will be done to each
business and public building every 18 months.
Financing of this program will be done with inspection fees and/or
tax revenues.
Discussion regarding the JC' s wanting to have a street dance Friday
and Saturday night. This really puts an additional burden on the
Police Department, especially over the July 4th week-end. Mike
said that we can't let everything else go in town just to "babysit"
the street dance. We still have our regular patrolling to do.
Albert mentioned that he won't be at the next council meeting.
Donna said that we probably should have another Fourth of July
Committee meeting to discuss the street dance situation.
Discussion regarding the poor condition of the tennis courts.
Dave said that to patch our tennis courts will cost about $9,000
and to put on a 3 or 4 inch resurface job would cost about $20,000
for the 3 courts. The patching will only last 1-2 years.
Discussion regarding contacting the school board to participate in
the repair costs.
New tennis courts would cost about $25,000 each.
Bob Graham said that a group of people will be contacting Donna
regarding the expansion of the basketball courts in Kiwanis Park.
L.D. brought up the problem with the new 4th of July parade route.
It will block the streets going to the south side. Also, the
police officers will be outside the City limits. The main concern
is for emergency vehicles getting to the south side.
Discussion. Possibly a police care, ambulance and a fire truck
could be stationed on the south side during the parade. It was
mentioned that they could try this new parade route this year and
see how it goes.
Bob Graham brought up a water problem at the corner of 9th Street
and 7th Avenue. The residents would like a culvert installed
there.
Discussion regarding the parking of 2 rows of equipment on the
sidewalk by the Coast to Coast store. At times there isn't enough
room for people to walk on the sidewalk. It was suggested that Bob
Graham go and talk to Dean Rankin about the problem.
On tonight's Council agenda there is a resolution regarding dumping
fees for next year at the Billings Landfill.
Dave reported that the state's new water quality regulations are
coming out soon and he will discuss this in more detail at the
Council meeting.

LAUREL DIRE INSPECTION
City of Laurel Montana Fire Inspection
Program
The Fire Inspections in the City of Laurel will be conducted by Mccann Fire
and Life Safety consulting service.
The inspections will include full written reports of the inspection findings and
of the proposal for correction of violations found. The reports will be presented
to the building owner/s and to the Officials identified by the city. The
inspection reports will be maintained by the city.
The process used will be to begin inspections as outlined by the city. The first
areas to be inspected will be publicly owned buildings. The following
inspections will be based on Life and Fire hazard risk as determined by the Fire
Chief.
The City will determine who will attend the inspections. The goal of inspection
attendance will be training. Persons interested will be included in the process
and be kept apprised of inspection progress.
The program will include the development of computerized records for the
inspection program. The records will produce reports as agreed upon by the
persons identified by the city.
Program Costs
The development of computerized records will be done on equipment owned by
The City of Laurel.
The development of inspection forms will be done by myself and persons
identified by the city. The printing of the forms will be done by the city.
The cost of services will be at Five Thousand dollars for two hundred and
eighty hours of work. The hourly rate will remain the same during all activities
of development of the cities program.
The time frame for completion of the two hundred eighty hours will be
December 1, 1993. The hours will include fifty hours of computer program
development.
Inspection Program Goals
The primary goal will be the development of a program for fire inspections for
the City of Laurel. The program design to be such that the city will take over all
inspection activity when completed.
The program will provide written reports to be used by fire inspectors and
information usable by the fire department.

is The program will provide training for individuals on inspection procedure. The
person or persons identified by the city will be trained in the computer program
application.
Because of the limited funding available for the program I suggest that a three
year commitment be made to ensure that the city is entirely inspected once.
This will allow for individuals doing inspections to have direct access to myself
for problems they encounter. This will also allow sufficient time to work out
problems encountered during inspections.
My intention is work with individuals with in the city staff in the development
of fire safety programs as determined by the city. There are other approaches to
fire safety that greatly enhance the inspection efforts of a city.
