Meeting called to order by John Hawley Smith, President,
with the following members present:

Also present:
Cal Cumin, Cumin Associates, Billings
Mary Ann Johnson and husband
Minutes of previous meeting approved as presented. Bills
approved for payment: Engineering Department in the amount of
$400.00 for Administrative Services in July and August.
Hal Dantic has been appointed as the replacement for Debbie
Ketterling to serve_a period of two years until June 30, 1985.
0 HOME OCCUPATIONS:
Dale Schneider not present. Discussion tabled.
Mary Ann.Johnson dba Johnson Kindergarten of 523 Elm Avenue.
Qualification discussed -- none. Fire inspector called State.
Local requirements adequate. Sometimes a parent will be required
to help. City has no requirements beyond a business license.
Cumin Associates recommends approval. Motion from Jim Straw to
recommend approval, second from Gerald Shay. Carried.
County Attorney has done nothing about Roger Anderson but
said he will send notice within the next 60 days.
Rudy Groshelle situation discussed. Cumin Associates in-
structed to write letter to discover what is going on.
Foos property aka North Hill Estates. Cumin Associates
reports a conflict of interest and asks that we get Richard Gee
from Billings Planning Board to review. Proposes one-acre lots.
Located next to Collingwood Estates. Total area about 140 acres.
Proposal concerns about 50 acres. Developer has been warned
about park donation. Has 17 acres in mind and hopes it will be
administered by Audibon Society or,EMC to be used as a nature
area.
R. M. Williams brought up subject of Pond Park since campers
and even truckers are using it all night. There are no sewer
• facilities. Dogs should be prohibited.

Information: Law dictates that no sign other than one giving the name
and occupation, and not more than one square foot in area, be displayed.

Information
Home occupations are deemed to be both site specific and owner specific;

thus, the use of a portion of a structure as a home occupation will not
permit a subsequent owner an automatic home occupation designation.
Procedure
1. Complete home occupation request form and submit it to the
City seven (7) working days prior to a regularly scheduled
meeting of the Planning Board.
2. The Planning Board will consider the request at their regu-
larly scheduled meeting. Attendance at this meeting is
required by the applicant or his /her representative.
3. The Planning Board will make a recommendation to the City
Council that the specific request for a home occupation
designation be granted or denied.
4. The City Council will consider the Planning Board's recom-
mendation concerning the specific home occupation designation
and approve or deny it at their next regularly scheduled
meeting. Attendance by the applicant or his /her represent-
ative is required at this meeting.
