MONTANA 69044 November 10, 1983 Meeting called to order by John Hawley Smith, President, with the following members present: John Hawley Smith, President (City Rep.) R. M. Williams, Vice Pres. (County Rep.) Ed LaPrath (County Rep.)- Gerald Shay, Member at Large Hal Dantic (City Rep.) Joseph M. Bradley (City Rep.) Members absent: Otto J. Preikszas, Exec. Secty (City Rep.) Jim Seaton (County Rep.) Bus Roberts (City Rep.) Kenneth.Christian (County Rep.) Jim Straw (County Rep.) Also present:. Cal Cumin, Cumin Associates, Billings Richard L.-Hurd Cindy Herman Sam Stokke Tom Beyl Minutes of previous meeting approved as presented. Bills approved for payment:- Engineering Department in the amount of $200.00 for Administrative Services in November. HOME OCCUPATIONS: Ronald A. & Cindy Herman of 110 Woodland Avenue wishes to have a home occupation of buying raw furs and hides.--So far they have been receiving deer hides. No neighbors have complained. Hides are stored in a shed by the alley for one to two weeks. They would operate from fall to early spring. Ed LaPrath wonders about smell.. Cumin Associates recommends against be- cause of chance of abuse and odor, etc. Mrs. Herman asked about why asphalt plant is there. They hope to move out of Laurel in future.but don't have finances now. Motion from Joe Bradley to approve subject to furs being stored somewhere else and home being used for office and phone, furs could be kept overnight, seconded. Passed. Lawrence A. Pfau not present - no action. Dr. Thomas Beyl wants to amend 8 lots to make 2 lots. The process has to be like a regular subdivision because of number of lots. There is a question of right-of-way on 1st Avenue South between 2nd Street So. and 3rd Street So. There should be 10' more right-of-way. The board cannot make a decision without a plat. Dr. Beyl will submit paperwork that is needed. MURRAY HEIGHTS ANNEXATION: Larry Herman represents Murray. They want to annex property as per map and waivers, etc. Nine (9) lots are involved. Waiver needs to identify street maintenance. Surface drainage is not good. Fire Department wants another hydrant. Recommendation from Cumin Associates to approve. Motion. from R. M. Williams to recommend-approval, seconded by Joe Bradley. 1 Carried. ?' page 2 Planning Board November 10, 1983 Dr. Smith showed the board plans for placing two trailer houses at airport. No action needs to be taken. Richard Hurd wants to put mobile home at 619 Locust and needs to know what he has to do to get the home moved in. Questions why there was a mobile there to begin with, also why are mobile-homes discriminated against. They are NOT, but Laurel has areas for mobiles. Much discussion pro and con. Board takes no action. Discussion of Jack Martin zone change request. Mayor vetoed Council's decision.. Whole thing is tabled. Discussion of valid protests. Talk about how to improve protests. Roger Anderson has been to see County Attorney and said he would move trailers. Nothing being done. Procedure 1. Complete home occupation request form and submit it to the City seven (7) working days prior to a regularly scheduled meeting of the Planning Board. 2. The Planning Board will consider the request at their regu- larly scheduled meeting. Attendance at this meeting is required by the applicant or his /her representative. 3. The Planning Board will make a recommendation to the City Council that the specific request for a home occupation designation be granted or denied. 4. The City Council will consider the Planning Board's recom- mendation concerning the specific home occupation designation and approve or deny it at their next regularly scheduled meeting. Attendance by the applicant or his /her represent - ative is required at this meeting.
