MONTANA 59044 June 9, 1983 Meeting called to order by John Hawley Smith, President, with the following members present: . John Hawley Smith, President (City Rep.) R. M. Weis Gary Temple Carol Kukes Minutes of previous meeting approved as presented. Bills approved for payment:- Engineering Department in the amount of $200.00 for Administrative Services in June; Cumin Associates for Planning advisory services in April, May & June, 83, as per contract in the amount of $3,375.00. The following have been reappointed to the Board to serve a period of two years until June 30, 1985: Mrs. Debbie Ketterling Joseph M. Bradley Ed LaPrath Kenneth Christian HOME OCCUPATIONS: Lonnie Wolff dba Cherry Hills Development Corporation of Block 10, 13th Street. Lonnie Wolff stated they will have an office outside the City across the ditch. Opinion is this is not a home occupation so no license is needed. (NOTE: Board should have acted as this is within the one-mile zoning jurisdiction) John Matheny dba ABC Lock & Key of 205 Forrest Ave. Less than 25% area of home used. Tools and key blanks in house. Cumin disapproved. Motion from Ed LaPrath to approve, second from •_J R. M. Williams. Passed. I Lon & Elinor Runner dba AMERS of 1003 Reading Circle. One ?J bedroom set up as office. Some storage in home such as tapes and books. No signs. Operates mostly on a one-to-one basis. • Cumin has no objections. Motion from Ed LaPrath, second by R. M. Williams, to approve. Passed. John Voogt dba Big John's Repair of 503 Date Avenue. Light automotive repairs quistionable as a home occupation. Motion from Otto Preikszas to approve drafting, taping and texturing but not the automotive repairs, seconded by Jim Seaton. Passed with Ken Christian voting, "NO." David K. Weis dba Dave's Photo of 1015 4th Avenue. No studio in house. Does work at weddings and.receptions. House use less than 25%, just used to develop and enlarge pictures, etc. Cumin has no objection. Motion from Jim Seaton to approve, second by Ed LaPrath. Passed. Gary Temple & Marylee Moreland dba The Mountain Meadowlark of P. 0. Box 475, or 1740 West Maryland. Gary Temple appeared for-wife. Motion from Jim Seaton, second by R. M. Williams, ?l to approve. Passed. Carol L. Kukes dba Consolidated Services of 115 E. Maryland. Professional services are advertising and cleaning. Uses just secretarial space such as desk and file. Cumin stated tf no objections. Motion from Ed LaPrath to approve, second by R. M. Williams. Passed. Jim Seaton proposed our form is good but the form should include for applicant the next step to take in obtaining license so it wouldn't be necessary to ask Board for instructions. - . ROGER ANDERSON seems to have added rather than alleviated violations. Cumin desires instruction regarding legal action. Jim Seaton moved that Cumin approach the County Attorney as well as the County Junk Vehicle Board about Anderson case, second from R. M. Williams. Board unanimously authorized Cumin to proceed. Gerald Shay was nominated for member-at-large to serve one year through June 30, 1984. Unanimously elected. MURRAY PARK: Fred Feuerbacher, Chairman of City Park Board spoke about proposed development of Murray Park. Fred said it is hoped smoothing would be donated but can not be depended upon so would like to include it in cost. Among questions asked was that approval of a plan would fix the spending of funds without looking for more inexpensive or better alterna- tives. Discussion included priority number of each park for development. Kent Harris said he hopes there is enough confidence in the Park Board that it will act responsibly in seeking the best and most economical buy. John Smith suggested use of water reservoir land as a park. Motion from Jim Seaton that Board recommend approval of $33,000 for use by Park Committee to develop Murray Park as presented minus $1500 for trees and shrubs and money not used stays in Park Development Fund, seconded by Ken Christian. Motion carried. Reference: letter to City-County Planning Board dated May 12, 1983, presenting breakdown of items and estimated cost of each. Letter signed by Fred Feuerbacher III, Chairman, Park Committee. Motion from Ken Christian, second from Debbie Ketterling, that we approve.a continuing contract with Cumin Associates for $13,500. Passed. Debbie Ketterling alerted Board.that she is moving to Billings and must resign from the Board.
