Rolison Robert J. Kettenring Roger Odom Kent Harris Minutes of.previous meeting approved as presented. Bills approved for payment:- Engineering Department in the amount of $200 for Administrative Services in May. Letters from Department of Commerce read regarding work- shops on May 23 and June 7 and 8. ANNEXATION PROCEDURE ORDINANCE: Motion from Joe Bradley, second by Bus Roberts, that the Board recommend for approval to the City Council an-ordinance establishing an annexation plan be added to the Laurel Municipal Code. Carried. HOME OCCUPATIONS: Michael N. Rolison dba RAM Enterprises of 1038 7th Avenue, Laurel. O.C.S Coffee Service. Customers mostly in Billings. Freeze dried coffee stored in basement. Mr. Rolison, his wife and a sister are involved. Motion from Otto J. Preikszas, second by Ed LaPrath to approve. Carried. Roger Odom dba Odom Investigations of 820 1st Avenue, Laurel. Private investigation, serving papers, arson investigation for insurance. Wife does bookkeeping. No storage of equipment. Motion from Bus Roberts, second by Gerald Shay to approve. Carried. Robert J. Kettenring dba Ten-Ring Enterprises of bij ". l2tn St., Laurel. Pencils, pens and such in advertising. Zippo lighters, playing cards, money clips, etc. He solicits business., no one comes to his home. Motion from Debbie Ketter- ling, second. by Bus Roberts to approve. Carried. Gary L. Temple & Marylee M. Moreland dba The Mountain Meadowlark not present. No action taken. Carol L..Kukes dba professional services not present. No action taken. MURRAY PARK: Mr. Kent Harris, representing the Park Committee, proposes spending from Board park monies, to develop or put in curb and gutter, sprinkling system, trees and shrubs, fine grading and seeding. No one on Board or Cumin Associates had prior information on proposal. Motion from Ed LaPrath, second by Bus Roberts. that proposal be tabled to give Cumin Associates a chance for study. Meeting adjourned at 8:00 p.m. -Respectfully submitted, Otto J..Preikszas Executive Secretary OJP/pj ORDINANCE NO. ?*0 ADDINGSECPION 18.76.020, ESTABLISHING AN ANNEXATION PLAN, TO THE LAUREL MUNICIPAL CODE. BE IT ORDAINED by the Council of the City of Laurel, there is hereby added to the Laurel Municipal Code Section 18.76.020 as follows: Section 18.76.020 Establishing an Annexation Plan. 1. To establish a uniform and beneficial policy for the orderly extension of services, the City hereby ordains that any petition by land owners for annexation of their lands to the City shall comply with Title 7, Chapter 2, Part 47, Montana Codes Annotated. a) As part of said plan, the maps describing the area to be annexed shall contain a certificate of survey placed of record with the Clerk of Yellowstone County. b) The plan for services shall, whenever annexation is pursuant to a petition submitted to the City by land owners desiring annexation, contain a written waiver of protest suitable for recording and containing a covenant to run with the land to be annexed, waiving all right of protest to the creation of any special improvement district to be created hereafter for the initial construction or maintenance of any of the following improvements or services: 1. Street grading, paving, or improvements 2. Curb and gutter 3. Sidewalks 4. Lighting 5. Surface drainage and storm sewer 6. Sanitary sewer'and water lines 7. Sprinkling districts 8. Garbage sites and containers 9. Street signs 10. Any and all other improvements for which a special improvement district could be created. -1- 2. All annexations being considered shall be referred to the Laurel - Yellowstone City- County Planning Board'for study and recommendation as follows: a) All petitioners for annexation may meet with the City- County Planning Board prior to formally petitioning the City for annexation in order to acquaint themselves with the required procedures. b) One reproducible copy of the annexation petition and required maps, reports, and plans shall be submitted to the City- County Planning Board's authorized representative concurrently with the submittal of the petition to the City. c) A non - refundable fee of One- hundred dollars ($100.00) shall be paid to the City to cover the costs of duplication, mailing, and researching the proposed annexation. d) Within thirty (30) days after receiving the complete petition for annexation and accompanying documents, the City- County Planning Board shall evaluate the petition for conformance to Title 7, Chapter 2, Part 47, Montana Codes Annotated, and this ordinance and make a written recommendation to the City Council. 3. This ordinance does not preclude the City Council from allowing, at its own discretion, additions to the City as permitted by Title 7, Chapter 2, Parts 42, 43, 44, and 46, Montana Codes Annotated. 4. All ordinances in conflict herewith are hereby repealed (18.76.O10D).
