R. M. Williams, Vice Pres. (County Rep.) Otto J. Preikszas, Exec. Secty (City Rep.) Bus Roberts (City Rep.) Jim Straw (County Rep.) Gerald Shay, Member at Large Jim Seaton (County Rep.) Kenneth Christian (County Rep.) Members absent: Hal Dantic (City Rep.) Joseph M. Bradley (City Rep.) Ed LaPrath (County Rep.) Marvin Carter, Alderman, liason Also present: Cal Cumin, Cumin Associates, Billings Laura L. Doan, 504 E. 7th Street, Laurel Gene Amestoy, 1127 8th Avenue, Laurel Minutes of previous meeting approved. Bills approved for payment: Cumin Associates for planning advisory services in January, February, March and April, 1984, as per agreement, plus reimbursement for map work and printing in the amount of $4,560.55. HOME OCCUPATIONS: Gene Amestoy, 1127 8th Avenue, requests a home occupation for a saw blade sharpening business. Gene Amestoy said he is trying to get into business part--time. Jim Straw asked, "Have you talked to the neighbors?" Mr. Amestoy said he talked to a couple and they saw no problem. Bus Roberts asked, "When will you work?" Gene said mostly on weekends. Gerald Shay asked, "What kind of saws?" Gene said mostly circular saws and hand saws. Jim Straw says he takes his saws to someone in a residential area. 'Cal Cumin sees no problem with this. Motion from R. M. Williams to approve, seconded by Jim Straw. Approved. Laura L. Doan, 504 E. 7th Street, requests a home occupation for helium filled balloon bouquets. Fills balloons for mostly individuals or events. Filled balloons hauled to sale site in car or van. Helium not flammable. Motion from Bus Roberts to approve, seconded. Passed. LARRY MYERS UPDATE: Jim Straw, Cal Cumin and Dr. John Hawley Smith went to the hearing in Park City. Cumin wrote a letter to Stillwater asking questions about problems. The officials at the hearing will recommend to County Commissioners that project be denied. Cumin told Myers he is a year away in work before approval. ROGER ANDERSON UPDATE: Nothing is happening. JURISDICTIONAL AREA: Cal Cumin displayed a map of our proposed new jurisdictional area for planning. He displayed overlap of the Billings and the Laurel areas. Jim Straw says the commissioners already approved a request to expand the area although he isn't sure the commissioners have authority. Our Comprehensive Plan should be expanded to cover any new area agreed upon. Cumin asks permission to start page 2 - April 12, 1984 Planning Board minutes discussion with Billings Board about area under dispute. Motion from R. M. Williams, seconded from Bus Roberts, that this board authorize Cumin to begin negotiations with our Billings counterpart. Carried. AMEND ZONING ORDINANCE: Discussion of amending Section 17.32.010, List of Uses, Commercial Industrial Districts (see copy attached). This was moved and seconded for approval with exception that RP be deleted on "Special Review". Hearings to be announced and advertised. ZONING JURISDICTION: Cal Cumin talked about need to expand our zoning jurisdiction area of one mile to make it current plus budgeting for the new maps, etc. Cal Cumin reviewed verbally,his activities report. Complete home occupation request form and submit it to the City seven (7) working days prior to a regularly scheduled meeting of the Planning Board. 2. The Planning Board will consider the request at their regu- larly scheduled meeting. Attendance at this meeting is required by the applicant or his/her representative. 3. The Planning Board will make a recommendation to the City Council that the specific request for a home occupation designation be granted or denied. 4. The City Council will consider the Planning Board's recom- mendation concerning the specific home occupation designation and approve or deny it at their next regularly scheduled meeting. Attendance by the applicant or his/her represent- ative is required at this meeting. AMENDING SECTION 17.32.010, LIST OF USES, COMMERCIAL-INDUSTRIAL DISTRICTS BE IT ORDAINED by the Council of the City of Laurel that Section 17.32.010 of the Laurel Municipal Code is hereby amended to read as follows: "Accessory Uses" Change to read "Accessory buildings or uses incidental and customary to a permitted residential use and located on the same parcel as the permitted residential use." "Clinic, Animal" Delete from RP District. In the RP District, change the following "Allowed" uses to "Special Review" uses: Child Care Center Churches and other places of worship including Parish Houses and Sunday School Building. Day Care Home Parking, Public Parks, Playgrounds Playfields, and Golf Courses, Community Center Buildings--operated by Public Agency, Neighborhood, or Homeowner Associations. Sign, On premise Change "Eating and Drinking Establishments: Cocktail Lounge, Restaurants, Bars, and Taverns" from an "Allowed" use in CBD, CC, HC, and LI Districts to "Special Review" in CBD, CC, HC, and LI Districts.
