CITY HALL MEMBERS PRESENT: Norm Stamper-Chairman Chuck Rodgers Dick Fritzler Wallace Hall LuAnne Engh OTHERS PRESENT: Kurt Markegard Cathy Gabrian Norm Stamper called the meeting to order at 5:30 p.m. 1. Public Input: No comments. 2. Review Policy and Regulations for the Laurel Cemetery. A draft copy of the policy and regulations was distributed with the agenda and everyone was asked to bring their comments and ideas forward. A short paragraph defining city policy was added, along with the duties of the Cemetery Commission, per Laurel Municipal Code. Discussion regarding veterans' markers and the warranty that goes with them. It was understood that when additional information is engraved on the stone, it voids the warranty. It was agreed to allow only the name and dates of birth and death. Norm felt we should allow the spouse's engraving, even if the ashes were spread and not buried. There was discussion about following the Yellowstone County Veterans Cemetery regulations, allowing full burial of spouses. Kurt explained this is done by burying double depth. Our lots are not wide enough to allow for it. It was stated that if a family wants it this way, they can be buried in the county cemetery. It was the consensus of the members to eliminate the use of shepherd's crooks. Cathy will check with the City Attorney to make sure there is no problem doing so. Eventually, these regulations will be posted at the cemetery. Kurt wants the regulations to indicate that the Public Works Department is responsible for the maintenance of the cemetery and the opening/closing of the graves. Also, that the Clerk's office is responsible for the collections of monies for sale of plots and opening/closing. Kurt said he got a bid of $700.00 to remove two trees by the veteran stones in Section C, $200.00 to grind both stumps and an additional $700.00 to trim all the broken trees in the cemetery and across the road. Motion by Chuck Rodgers, seconded by Dick Fritzler to accept the bid from Prorover for $1,600.00 to remove two trees, grind two stumps and trim all the broken trees in the cemetery and across the road. Motion carried. Discussion regarding the Master Plan and it was stated that it is just a guideline and direction for the future. Kurt said there is grant money for water conservation projects or "green" projects and wondered if the cemetery would qualify. Cemetery Commission Meeting April 29, 2009 Page 2.
