Minutes of previous meeting approved as sent out. Bills approved:
Public Works Department in the amount of $200 for administrative
services, Cumin Associates for Planning advisory services for April,
May and June, 1985 as per agreement in the amount of $3,375.00.
Cal Cumin read the Public Hearing Procedures adopted by the Planning
Board in September of 1979.
PUBLIC HEARING - FILE #PB85-04 FRANK: A zone change has been requested
on Lots 1, 2, and N 5' of 3,-Block 3.; Lots 1 and 2, Block 1; Lots 1,
2, 3, 4, 5, and 5, Block 2; Magnus Subdivision, from R7500 Zone to
allow RMF (Residential Multi Family) Zone. The owner proposes condo-
miniums for resale of each unit. The property is located at 1st Avenue
and 12th Street, Laurel, Montana.
Jim Frank presents plan to build condos at property on 12th and 1st
Avenue south of the Big Ditch. 8 units-in 1 building, 950 to 1200 sq.
ft. per unit, 8 parking spaces plus garage for each unit. Site is
215'X 150'. Present zoning is R7500 single family.
Frank Riesinger appears, feels traffic would be a problem (he signed a
petition in favor of petitioner).
Jim Linger appears. He has just built in R7500 and doesn't want change.

Fred Feuerbacher clarifies zones.
Mina Riesinger wants to know about the effect on utilities.. No adverse
effect foreseen (she signed a petition in favor of petitioner).

Bill Kraft wants to know what would happen if area goes commercial.
Cliff Frank replied that change is not for commercial.

PUBLIC HEARING - FILE #PB85-05 FIGGINS: A zone_change has been
requested on Lot 3A Amended of Westbrooks Subdivision, Yellowstone
County, from HC Zone to allow RMH (Residential Mobile Home) Zone in
part. The owner proposes a mobile home subdivision bordered by HC
lots.. The property is located 112 mile west of Laurel, west of I-90
ramp and bordered by a lake.
George Figgins wants change from highway-commercial to residential
mobile home. Wants 54 unit court on 17 acres.- Land will be for sale
and/or rent. Wants to get water and sewer. Wants to form a committee
to get sewer and water. Wants-to be in the city; lots will measure
48.661X 123' for the most part; access will be on Old Highway 10 add
ramp to I-90. People on west would be on committee to finance sewer
and water.
Willard Hutsell speaks for the project. He feels the time has come
for the project., He feels that Laurel would be better'to grow west.
Patsy Hutsell is in favor.
Harold Ingraham is in favor. He wants water and sewer.. He has city
water for.one house and wants to know if he would be obligated to tie
on right away.
Mary Thompson is apposed because of water runoff into.lake and there
is flooding. Court would go on top of her water line, wonders about
traffic and police. Tom Thompson opposes. He does not feel that
trailer court is needed. His line for water goes through the court
and he is worried about fixing the line of trailers are on top of it.
Marge Herman wants to know who pays for water and sewer; also feels
there is no need for court on west end.
C. L. Coberly has property west of city limits; is concerned about
traffic; feels it is not a proper idea at this time; doesn't want to
come into city at this time. Dolores Coberly seconds her husband.
Laura Van Buren opposes; concerned about traffic; she would prefer
homes to be built; doesn't want to pay for water and sewer.
Mr. Coberly wants to know about size and cost of mobile homes in the
proposed subdivision.

Mr. Figgins has built apartments and feels that if
looks like his place it is not going to be so good.

CLARENCE SONSTEGAARD wants to put mini-warehouse storage on property
off of Maryland Lane; 13,000 sq. ft. in tract; site is too small for
zone change; variance is not possible. 6-plex would be possible.
• Cal Cumin comments on Frank zone change. There may be valid legal
protest. Cumin recommends approval. Motion from Grace Edwards to
recommend approval, seconded by Marvin Carter. Carried 4--2 with
Roberts and Williams voting "NO". This recommendation goes now to
the Council for a public hearing on July 16, 1985.
Cal Cumin comments on Wiggins zone change. Good access. 700-800,
to water and sewer; not needed; in commercial area. Cumin recommends
denial; however, says if Council approves to put time limit on it.
Motion fr.om.R. M. Williams to recommend approval with 3-yr. limit to
final plat;at end of period reverts to original zone if plat is not
filed, seconded. Carried with 5 for, 1 against, 2 abstentions.
A formal request for-$3,000 coal tax County Land Planning Funds for
the coming fiscal year has been sent to the Board of County Commissioners.
Cumin Associates requests renewal of their-contract-for another year
vian an addendum to the existing contract between Cumin Associates and
the Laurel-Yellowstone City--County Planning Board in-the amount of
$13,500 (no change from last year). Motion from Gerald Shay to approve
the contract addendum, seconded by R. M. Williams. Passed unanimously.
Cumin Associates presented their quarterly planning activities report
for the period of April, May and June, 1985.

ADDENDUM
SUBJECT: Addendum to the existing contract between Cumin
Associates and the Laurel - Yellowstone City -
County Planning Board
DATE: June 13, 1985
It is hereby agreed that Cumin Associates shall be retained by the
Laurel - Yellowstone City - County Planning Board for the period of July
1, 1985 through June 30, 1986; such retention shall be subject to the
stipulations and conditions delineated in the existing contract be-
tween the two parties. The remuneration to Cumin Associates will be
subject to the budget approved by the City Council and County Commi-
ssioners; the amount planned shall be thirteen thousand five hundred
dollars ($13,500.00).

Gentlemen:
This letter is a formal request from the Laurel - Yellowstone City- County
Planning Board for allocation of a portion of the County Land Planning
(coal tax) Funds for the coming fiscal year.
We greatly appreciate receiving the $3,000.00 the County has in the past
years budgeted for the Laurel City - County jurisdictional area. These funds
are used to supplement our planning budget and are specifically used for
major and minor plat review, zone change and variance proposals, compre-
hensive plan update, and many specific items (review of development pro-
jects such as proposed new communication towers, etc.) occurring in the
County area around Laurel. Accordingly, this Board would again appreci-
ate $3,000.00 for the coming fiscal year.

planning staff to hire one full -time planner. We sincerely
appreciate and put to good use the $3,000.00 the County has
provided us in the past and hope to receive in the coming fiscal
year.
