Meeting of the Laurel-Yellowstone City-County Planning Board
called to order with the following members present:

Minutes of previous meeting approved as sent out. Bills approved:
Public Works Department in the amount of $200 for administrative
services--December, 1985; Outlook Publishing for advertising;
Cumin Associates in the amount of $3,375, planning advisory ser-
vices for October, November and December, 1985, as per agreement.
PUBLIC HEARING PB #85-09 STRISSEL/STUDER: A zone change has been
requested on Amended Lot 27A, Lot 27A-1 and 27A-2, Nutting Brothers
Subdivision, 3rd Filing, from Community Commercial Zone to allow
Residential Mobile Home zone. The owner proposes a mobile home
court. The property is located at the southeast corner of 8th
Street and Mullberry Avenue, Laurel, Yellowstone County, MT.
Jim Worthington presented the request. Mike Studer, owner,
present suggested possible commercial uses. Feels that the
transition from multi-family to commercial is too harsh so he
proposes to use mobile home as a buffer.
Harold Sisk opposes - Who will be responsible for upkeep, etc.?
Boyd Strissel says subdivider will be responsible.
Irvin Siemsen opposes - Too much traffic.
Greg Saatzer opposes traffic and lower property values.
Steve Davis opposes congestion, traffic, etc.
Mabel Brenden opposes - would like to keep things as they are.
Jim Cotter wants to know what will happen to Mullberry Street.
Edward Onosko opposes - doesn't want a mess - is concerned about
property values.
Harold Sisk wonders about the possibility of mobile homes on
Lots 4,5 and 6 in Block 9 (where he lives).
Paul Elsenpeter wants to know about curb and gutter replacement.
Ken Hanify wants to know what will happen to 7th Street.
Halleck Brenden opposes --concerned about children, too much
traffic, wonders about play areas for kids.
Jim Worthington rebuts - present alternate plan (nothing submitted
for record as board was not receptive). Rebuttal from Mike Studer.
Mr. Siemsen asked about parking and play areas.
Mr. Elsenpeter wonders about commercial corner in alternate plan
(no plan. submitted for record).
Mr. Sisk likes things as they are..
7 pages of protests received.
Bus Roberts is concerned about traffic.
Cumin Associates recommends approval.
Discussion.
Motion from Marvin Carter to recommend approval of the zone change,
seconded by George Reiter. Motion carried with Joe Bradley abstaining
because of not being here for discussion.
Meeting adjourned at 8:51 p.m.

BOYD L. STRISSEL & MICHAEL L. STUDER having petitioned for
a zone designation of RMH on the following described premises:
Amended Lot 27A, Lot 27A -1 and 27A -2, Nutting
Brothers Subdivision, 3rd Filing, Yellowstone
County, MT.
At a meeting of the Laurel- Yellowstone City- County Planning
Board held on December 12, 1985, after public notice and a public
hearing having been held, the Board recommends to the Laurel
City Council that the petition for a zone designation of RMH in
the above matter be granted.
