Meeting of the Laurel-Yellowstone City-County Planning Board called
to order with the following members present:

Correction to minutes of previous meeting: Richard Barnhardt. Home
Occupation request - Donna Kilpatrick and Grace Edwards voted against
making the vote 2 votes for recommending approval. Minutes approved
as corrected. Bills approved: Public Works Department in the amount
of $200 for Administrative Services in March; Cumin Associates in the
amount of $3,375.00 for planning advisory services in January, February
and March, 1987, as per agreement.

Motion from Donna Kilpatrick, second by Joe Bradley, to change the
April meeting from April 9th to April 2nd to comply with the request
from Cal Cumin. Passed.
HOME OCCUPATION:
Darrell Aaby, 1012 12th Avenue, requests a home occupation to be a
roofing contractor. The home occupation would be an office only.
Motion from Joe Bradley moves to recommend approval subject to not
having customers.at his house, second by Donna Kilpatrick. Carried.
SCHESSLER ZONE CHANGE PUBLIC HEARING PB FILE #87-01:
A zone change has been requested on Lots 1--12, Block 2, and Lots
1--12, Block 3, Stouffer Subdivision, incl. vacated alley and
vacated 1st Street South, from HC Zone to allow Light Industrial
Zone. The owner proposes a fiberglass plant at the site. The
property is located on the west edge of the City limits formerly
known as Ramsey Lumber Company at 908 West Main, Laurel, MT.

This hearing was postponed from February 12th at the petitioner's
request.
143 written protests have been received. 1 in favor has been received.
Pros:
Cons:
Rob Harris stated the fiberglass plant no longer will be situated
in the building, and stated his reasons for granting the zone change.
The City has ordinances to prevent businesses which would be offensive.
The City needs businesses. Ordinance could be amended.
John Mohr speaking for the Small Business Administration gave several
reasons for granting the zone change request. The zoning intent is
to promote proper businesses in Laurel. This is a large building
suitable to Light Industrial because of accessability and its
present location. It is important to get this property onto the
City tax rolls and payroll for residents(potential employment).
We need to invite industry to Laurel. Rezoning will not have
adverse effect on environment (see attached list of uses permitted
in Light Industrial Zoning that are not allowed in Highway Commercial
Zoning). The License Committee and Council have their regulations
in addition to ordinances.
Kent Harris speaks for Yellowstone Bank. Bank has tried to sell the
building unsuccessfully. The new zone would allow better marketing
possibilities.
Mike Riesin er speaks against. Is concerned about another Asphalt
Supply.
Marge Herman wonders why the property is not attractive as Highway
Commercial Why does it have to be changed?
Linda Frickel submitted a letter of protests which threatens lawsuit
if zone change passes.
Alex Vogel is concerned about what might come in. His property has
fallen in value, he feels, because of Asphalt Supply.
Bob Weatherford is concerned about possibility of rezoning on adjoining
properties.
Mar Ann Parker, Wagon Wheel Lodge, thinks the area should be commercial.
John Mohr rebuts. Asphalt type plants not allowed. Building is very
large and designed to be used as one business.
Rhonda Frickel is concerned about junk and clutter accumulating.
Ellis Winkel is concerned about what type of industry could come in.

Ken Harris rebuts. He doesn't want a lot of business to be turned
y away because of what might come in.
Linda Frickel What does Light Industrial include? (see attached
list)
Mrs. Betty Winkel wants to know why it's SO important to change
now.
Marge Herman is concerned about fiberglass type of business.
Rob Harris responded.
Alex Vogel is still concerned about asphalt plant odor.
Bob Weatherford asks again about possible rezoning for adjoining
properties.
John Mohr Building exists and needs to be used.
PUBLIC HEARING CLOSED
Cal Cumin states that a Light Industrial building in a commercial
zone is part of the problem. No taxes are being paid. Light
Industrial zone would be an appropriate use; however, Light
Industrial would open up more uses than are allowed now. He
recommends denial.
Motion b Russell Bray, second from Roy Johnson, to recommend denial
of this zone change request to the City Council.**The Council will
hold a public hearing on this zone change request on April 21, 1987.
**Motion carried 7 for, 2 against.
Motion b Joe Bradle , second from Donna Kilpatrick, to hold a
public hearing for re-evaluating commercial and light industrial
• uses at a future date. Passed unanimously.
LAND FOR LIBRARY - PUBLIC HEARING (COUNCIL REQUEST):
The City Council requested the Planning Board to hold a public
hearing for the purpose of determining whether the City should give
land to the Laurel Library Board for possible use as a library site.
The property is located at the corner of 3rd Street and 8th Avenue
aka L. 11-16, Block 9, Youngs 2nd Subdivision. This is a residential
zone at the edge of the City limits. 8th Avenue is a main arterial.
The library would fit into the neighborhood.
Roy Johnson Are you considering trading this land for something more
centrally located? He expressed concern about traffic. No 4-way
stops at the school and road not patrolled.
Chuck Dickerson responds about traffic and stop signs. There are
restrictions on arterial streets. Says Council has been looking
into these problems.
Discussion abounds. There was objection to Thomson Park locality.
Cal Cumin questions about application for grant. 30,000 visits per
year. Site would fit building and off street parking.
PUBLIC HEARING CLOSED
Motion b Joe Bradle , second from G. Shay, to recommend to City
Council to give Library Board a preliminary committment only for
purposes of applying for grant, with property to be deeded only upon
actual award of the grant, and not to deed the property outright at
this time.
Discussion.
Cal Cumin stresses that the Council needs to do a city-wide feasability
study for future expansion of plant facilities.

Thomson Park is deeded land also.
Motion passed unanimously.
Parking Variance
Hearing on parking delayed until Cal Cumin prepares input.
1987-88 Budget
Cal Cumin will prepare. Worksheets are due in the Clerk's office
no later than March 20th.

HERMAN SCHESSLER having petitioned for a zone designation
of LI (Light Industrial) on the following described premises:
Lots 1--12, Block 2, and Lots 1--12, Block 3,
Stouffer Subdivision, incl. vacated alley and
vacated 1st Street South, located at 908 West
Main, Laurel.
At a meeting of the Laurel-Yellowstone City-County Planning
Board held on.March 12, 1987, postponed from February 12th at the
petitioner's request, after public notice and a public hearing having
been held, the Board.recommends to the Laurel City Council that the
petition for a zone designation of LI in the above matter be denied.
OFFICIAL NOTICE IS HEREBY GIVEN that the Laurel City Council,
or the City.Clerk, shall receive protests or objections, if any,
in writing or in person, up to and including the next regular
Council meeting after the expiration of 15 days from the first
publication of this notice, said date being the 21st day of
