Minutes approved as corrected, for the December 10,
1987 meeting.
Discussion on application to vacate Foos Subdivision:
Clarence and Naomi Foos, owners of Foos Subdivision have
petitioned the Yellowstone County Commissioners to vacate
the Foos Subdivision. The Subdivision was built for home
site, but due to the small size of the lots the State
Board of Health standards will not allow it. Also, with
the severe economic conditions and extremely large increase
in taxes, and under the new subdivision tracts classification,
the Foos' are unable to develop the land. A Board of
Viewers have been appointed and will be making a determination
on this.
Motion by Grace Edwards to allow vacation subject
to owner providing an amended plat showing vacation, the
obtaining of utility companies' approval, and leaving
Alder Avenue intact. Seconded by Joe Bradley. Passed
• unanimously.

Planning Board Meeting
February 11, 1988
HOME OCCUPATION:
Dianna and Keith Morse, 514 Date Ave., Morse Construction.
Motion by Grace Edwards to recommend that this be
approved, subject to no extra traffic coming to or
occurring at the residence. Seconded by Donna Kilpatrick.
Passed unanimously.
Discussion on M.A.P. Conference:
Conference is to be held March 9 -11, 1988, in Red Lodge,
Montana. Planning Board would pay registration and
mileage.
Discussion on letter received from Laurel Senior
Celebration Committee:
Laurel Senior Celebration Committee is desiring
contributions for the Senior's graduation party.
Discussion on letter from East Laurel Veterinary Service:
Letter from Don Woerner in regards to the wastewater
system at Pelican R -V Subdivision not being in compliance
with State Health standards.
Meeting adjourned at 7:50 p.m.

Gentlemen:
Laurel High Senior Celebration is a party given for the
graduating Seniors the night of graduation.
Senior Celebration is a night long party with games, enter.
tainment, refreshments and prizes. The intent of the parents and
community is to give our Seniors a nice send off, while keeping
them safe and off the streets on graduation night.

We are asking for your contribution to assist in purchasing
prizes, entertainment, etc. Our goal is to have at least one
prize for everyone and several major prizes. Any contribution
would be greatly appreciated.
Contributions can be sent to Senior Celebration, P.O. Box 331,

Dear Gary:
I know the wastewater system at Pelican R -V Subdivision and Shotgun Willies Strip
Bar is not as originally approved. I strongly suspect the compromise installed is
inadequate.
I respectfully request that further usage of this system be denied until it is
fully inspected by your office and the State of Montana. I ask that any illegal
portions such as the steel tank servicing the two north bathrooms in Shotgun Willies,
be found, documented and removed. I also request that the illegal system north of the
truck stop parking lot to be found, documented and removed.
Contamination from these holding tanks will continue to be a concern for us as
neighbors until we know for sure the tanks and connections are as originally specified.
I want records available at any time which can document complete integrity of the
holding tank system. The person responsible for these records must be independent of
the subdivision owner.
There can be no more surface discharge of raw sewage! I want no more unauthorized
or uninspected alterations by the subdivision owner.

' The results of the Laurel Chamber of Commerce Temporary Sign Ordinance Survey are as follows:
80 survey sheets were distributed to Chamber of Commerce members.
31 completed survey sheets were returned to the Chamber Office.
6 favored the ordinance
10 opposed the ordinance
5 were indifferent to the ordinance
2 favored the ordinance but had the following comments:
...I think the City Council should go ahead and install
some controls on temporary signs -their use has been
abused in the past. Maybe a small fee of $5.00 or
$10.00 could be set for registering the signs.
...I don't understand the reason for fees charged.
4 opposed the ordinance but had the following comments:
...We in the Real Estate business use temporary 'For
Sale' signs on our listed properties. I am opposed
to any ordinance that would govern the use of these
signs.
...This would be a disaster to the Real Estate Industry
and home sellers.
...Against any ordinance accept for traffic and sidewalk
control for safety reasons.
...We have enough ordinances.
1 was indifferent to the ordinance with the following
comments:
...no merchandise and no signs. Do both or none.
3 offered other cements:
...Only deal with issues that pertain to safety.
...This ordinance carries too many points of interest.
This city charges enough, now, for existing business
to do business in Laurel. Special signs for special
occasions should never be taxed. Temporary business'
should be taxed to use city improvements. Temporary
signs should not cause a safety problem or be put on
public property. Signing should be on private
property only. To limit temporary signs to only
commercial property is absurd. The individuals of
this community, which pay their share, are entitled to
to signs for specific occassions they wish to
announce. Example: mom and dads anniversary, a
benefit for a crippled child, etc. To require
special permission from a city group to put items out
on a sidewalk, which that business must maintain, is
taking the basis for responsiblity away from your
local business leaders and promotional a;ttitudes, and
sending it to another government group which is un-
needed.
...I feel the signs would be o.k. if they do not interfer
with any sidewalk or traffic safety problems only on
commercial property. 1 feel there should be no fee
charged but must be cleared with the city to display
the signs.

Dear Fellow Montanan:
Thank you for your assistance in preparing Montana's application to the
Department of Energy (DOE) to be considered as the site for the superconducting
supercollider research project.
As you know, the Department of Energy has chosen seven sites -- in Arizona,
Colorado, Illinois, Michigan, North Carolina, Tennessee and Texas. Although
Montana's site was not among those selected, we can be proud of our application. At
a recent debriefing session in Washington, D.C., DOE officials complimented Montana
on its application and noted that some of the features we offered were well above
average among the 25 states applying. They found Montana's education system "good
to impressive ", with its low ratio of students to teachers, high ACT scores, good ratio
of computers to students, and good vocational technical school offerings. They noted
that Montana's work force ranked as among the most productive in the nation by
several studies, and that several large construction projects -- such as the Colstrip
units -- have been successfully completed in Montana. DOE officials also stated that
the widespread support for the project throughout the state and the offers of
assistance from the communities nearby were positive factors in our application.
The reasons our site was not selected related directly to lack of population. Five
of the sites selected are within 60 miles of a city of one million people or more, and
the remaining two are within 40 miles of cities of over 500,000. DOE officials said that
the relatively low population near Montana's site would not offer sufficient employment
opportunities for spouses, adequate housing and cultural opportunities, and sufficient
high -tech support facilities and labor pool to maintain a research project of this size --
the largest research facility ever proposed in the United States.
Although we were not selected as the site for the supercollider, the preparation
of Montana's application will benefit us in other ways. During the selection process,
our application was thoroughly reviewed by dozens of top -level scientists and
engineers, who now know much more about the strengths Montana offers and will have
these strengths in mind as they consider locating other facilities. The material
contained in the application also provides a ready source of top -level material to local
governments and state officials as they work to attract and retain businesses to the
state and area.

Dear Commissioners:
There are over ten thousand people in this Southwestern part of
Yellowstone County who intensively use the interstate system,
frontage and access roads, and related transportation network.
Add to these users those of the region as a whole covering
a multi- county area, several communities, and extending down into
Wyoming. This use is reflected in the high traffic counts existing
and projected for this part of the interstate system.
The Shiloh interchange is an integral part of the established,
long range transportation planning of the Billings - Laurel area.
To neglect the implementation of this structure will permanently
skew the logical transportation planning process.
We will work with the City of Billings and your Department in
providing any needed information and assets to support the
planning and implementation of this interchange.
