MONTANA 59044 AGENDA A meeting of the Laurel - Yellowstone City- County Planning Board has been scheduled for Thursday, April 14, 1988 at 7:00 P.M. at the Laurel City Hall, 115 W. First Street in the Council Chambers. 1. Home Occupation - William Fillner - Precise Painting - house painting. 2. Film clip- "Bright and Beautiful" Countywide project. Thank you. r \c ' LAUREL-YELLOWSTONE CITY - COUNTY PLANNING BOARD LAUREL, MONTANA 59044 April 14, 1988 Meeting was called to order at 7:10 p.m., by Don Gudgell, County Representative, with the following members present: Joe Bradley Russell Bray Grace Edwards Velda Thomas Roy Johnson Donna Kilpatrick Members absent: John Hawley Smith Bob Rosselot Gerald Shay Darrell Aaby Others present: Cal Cumin, Cumin Associates, Billings Carolyn Miller, Bright and Beautiful Executive Director Larry Nitz, Chairman Bright and Beautiful Cheryll Lund, Secretary Larry Nitz showed us a film strip presentation on the Bright and Beautiful Yellowstone County project. This is a take -off of the Keep America Beautiful project, nationwide. Larry explained the project and stated that he would like Laurel to get involved. He asked for input from the Planning Board Committee. Carolyn Miller, Executive Director of Bright and Beautiful said trash bags are available for clean up crews, free of charge. She is located at the Transwestern I Building, 4th Floor, Rm. 417. Phone number is 245 -3619. Donna Kilpatrick expressed interest in being part of the County wide clean -up. Laurel's clean -up day is April 16th this year, but next year they will try to schedule it for the same day as Billings clean -up. Minutes were reviewed and approved for the February 11, 1988 meeting. Motion by Joe Bradley to approve the minutes as received. Seconded by Donna Kilpatrick. Motion passed .6-0. page 2 Planning Board meeting April 14, 1988 HOME OCCUPATION William Fillner, 1005 7th Ave., Precise Painting. Mr. Fillner is a student at EMC. He paints houses in his free time. All previous work has been by word of mouth, and most jobs have been in Billings. He would like to do some jobs in Laurel also, and be able to hand out business cards with his Laurel address and phone number. There would be no clients coming to his home, no storage of paint products, and no extra garbage or traffic. Motion by Donna Kilpatrick to recommend approval to the council. Seconded by Velda Thomas. Motion carried 6 - -0. Discussion on County Rep. Bob Rosselot. Joe Bradley will write to him and we will discuss appointing someone new at the next meeting. Discussion on the sign ordinance survey done by the Chamber of Commerce. Motion by Grace Edwards to adjourn. Seconded by Russell Bray. I think the most effective and constructive manner for the Chamber to have further input on the ordinance is for the Chamber to go through the draft, make any changes, deletions, etc. they want to see, and then forward the draft with revisions to the City Council along with a specific recommendation. This will be a productive way to express the Chamber's position and will provide the Council some specific input and direction. if al yin, AICP Planning Director CC:ljn City of Laurel is an EEO Employer f 'The results of the Laurel Chamber of Commerce Temporary Sign O'disauce /WHY are as follows: 20 survey sheets were distributed to Chamber of Commerce members. = - ------ 31 completed survey sheets were returned to the Chamber Office. 6 favored the ordinance 10 opposed the ordinance S were indifferent to the ordinance 2 favored the ordinance but had the following cements: ...1 think the City Council should go ahead and install some controls on temporary signs -their use has been abused in the past. Maybe a small fee of $5.00 or 110.00 could be set for registering the signs. ...I don't understand the reason for fees charged. 4 opposed the ordinance but had the following cements: ...We in the Real Estate business use temporary 'For Sale' signs on our listed properties. 1 am opposed to any ordinance that would govern the use of these signs. ...This would be a disaster to the Real Estate Industry and home sellers. ..Against any ordinance accept for traffic and sidewalk control for safety reasons. ...We have enough ordinances. 1 was indifferent to the ordinance with the following comments: ...no merchandise and oo signs. Do both or none. 3 offered other comments: ...Only deal with issues that pertain to safety. ...This ordinance carries too many points of interest. This city charges enough, now, for existing business to do business in Laurel. Special signs for special occasions should never be taxed. Temporary business' should be taxed to use city improvements. Temporary signs should not cause a safety problem or be put on public property. Signing should be on private property only. To limit temporary signs to only commercial property is absurd. The individuals of this community, which pay their share, are entitled to to signs for specific occassions they wish to announce. Example: mom and dads anniversary, a benefit for a crippled child, etc. To require special permission from a city group to put items out on a sidewalk, which that business must maintain, is taking the basis for responsiblity away from your local business leaders and promotional attitudes, and sending it to another government group which is en- needed. ...I feel the signs would be o.k. if they do not interfer with any sidewalk or traffic safety problems only on commercial property. I feel there should be no fee charged but must be cleared with the city to display the signs. Procedure 1. Complete home occupation request form and submit it to the City seven (7) working days prior to a regularly scheduled meeting of the Planning Board. 2. The Planning Board will consider the request at their regu- larly scheduled meeting. Attendance at this meeting. is required by the applicant or his /her representative. 3. The Planning Board will make a recommendation to the City Council that the specific request for a home occupation designation be granted or denied. 4. The City Council will consider the Planning Board's recom- mendation concerning the specific home occupation designation and approve or deny it at their next regularly scheduled meeting.
