The meeting was called to order at 7:02 p.m., with the
following members present;

• Motion by Chuck Dickerson, seconded by Velda Thomas to
approve the minutes of the August 11, 1988, meeting. Motion
carried.
HOME OCCUPATION

Art Stern, 610 W. 13th, Wyomont Exterior Design, has applied for
a Home Occupation.
Mr. Stern worked for K Designers in Billings for quite a few
years, and decided to start his own business. He wants to use his
home, temporarily, as hi-s-office while he starts the business.
He has also applied for a City business license.
Chuck Dickerson inquires as to if Mr. Stern has plans to keep any
of his tools or materials at his home. Mr. Stern states he has
crews that do the work and they keep the tools with them. The
materialsto do each job will be ordered out of Billings and taken
right to the job site. He will store nothing at his home. He
basically needs an address for the business.
Motion__by Grace Edwards,__ seconded by Chuck Dickerson to
recommend approval of this Home Occupation to the City Council.
Motion carried.
DISCUSSION ON MOVE ON HOUSES
Jim Flisrand, City Engineer, has come before the Committee tonight
to enlight them on Move on Houses.
Basically, the Code does not show reference to move on houses.
They must, of course, be approved by the Building Department and
the building permit purchased. The only guidelines are in the
Municipal Code 11.20 on moving buildings.
The State Electrical inspector inspects the wiring after the house
is moved on, and the City inspects the plumbing. But, that
plumbing inspection is very basic, unless any remodeling has been
done. There is nothing in the code stating that the electrical
or plumbing has to be brought up to code if the house is older.
Chuck Dickerson is concerned on the older homes that are moved,
when the plumbing, electrical and insulation are not brought up
to code. If a fire were to start because of bad wiring the
neighbor's run a risk of losing their homes. Is there anything
in the code that addresses the problem?
Jim states that there is a code on the safety and health of the
neighboring. homes.

Roy Johnson is concerned about people moving in homes that would
take the valuation of the neighboring homes down. Joe Bradley
and Jim both feel that the City would not be willing to get
involved in that. It would be a judgment call.
The Committee is concerned about the house left on 1st Avenue and
12th Street. It has been there for approximately one year. Is
there anything that can be done? Cal feels that we need to draw
up an ordinance stating that there is a 1-2 week limit on how long
houses can sit, or be moved through town. Cal will get with Joe
and draw up an ordinance to take to the City Council.
DISCUSSION ON MOBILE HOMES IN VILLAGE''SUBIDIVISION
Jim Flisrand says there are alot of mobile homes out in the Village
Subdivision that are not skirted, and are lacking house numbers.
The City has codes on skirting, numbers and parking spaces and the
time allowed to have these things done.
Chuck Dickerson states that skirting and numbers are written into
the covenants of the Subdivision and the Homeowner's Association
should be the one enforcing these covenants. The City should not
get involved.
There are alot of problems in the subdivision but the Homeowner's
Association-is trying to solve them. They will need the City's
advice on some of them, and they have an appointment with Joe. .

There is a Fall conference of the Montana Association of Planners
in Kalispell September 14-16. Anyone interested contact Cal.
There are two bills to be approved. One for Cumin Associates for
July-September for $ 3,375 and one for Administrative Services
for September for $ 200.
Motion by Grace Edwards to approve the bills, seconded by
Gerald Shay. Motion carried.
Motion by Grace Edwards to adjourn the meeting, seconded
by Donald Gudgell. Motion carried.
The meeting was adjourned at 7:55 p.m.

at 7:00 P.M. at the Laurel City Hall, 115 W. First Street
in the Council Chambers.

NOTICE OF A COMBINED HIGHWAY LOCATION AND DESIGN PUBLIC HEARING
A combined Highway Location and Design Public Hearing will be held in the
City Council Chambers in Laurel, Montana, on Wednesday, September 28, 1988, at
7:30 p.m. The meeting will discuss the proposed location and major design
features of a reconstruction project south of Laurel on U.S. Highway 310 and
212 to widen the bridge over the Yellowstone River and construct the approaches
to provide a four -lane driving surface.
The project will consist of reconstructing the approaches and widen the
existing structure to a 64 -foot width for four 12 -foot driving lanes and 8 -foot
shoulders, storm drain, curb and gutter on the north approach, sidewalk on the
east side, guardrail, topsoil and seeding, retaining wall, approaches and
utility relocation as necessary.
A copy of the Environmental Assessment and 4(f) report on environmental
considerations, along with maps, drawing and other pertinent information
relating to this project will be available for public inspection and copying at
the Department of Highways' offices in Billings and Helena, Montana.
Treatment of the encroachment on the floodplain of the Yellowstone River
will be identified. The tentative schedule for right -of -way acquisition and
construction as well as relocation assistance will be discussed.
INVITATION IS HEREBY EXTENDED TO ALL INTERESTED PERSONS to attend said
hearing, and if they so desire, to submit written briefs or verbal testimony
either for or against the project. Written statements will also be accepted
for ten (10) days following the hearing by the department's Public Hearings
office, 2701 Prospect Avenue, Helena, Montana 59620.

thus, the use of a portion of a structure as a home occupation will not
permit a subsequent owner an automatic home occupation designation.
Procedure
1. Complete home occupation request form and submit it to the
City seven (7) working days prior to a regularly scheduled
meeting of the Planning Board.
2. The Planning Board will consider the request at their regu-
larly scheduled meeting. Attendance at this meeting is
required by the applicant or his /her representative.
3. The Planning Board will make a recommendation to the City
Council that the specific request for a home occupation
designation be granted or denied.
4. The City Council will consider the Planning Board's recom- i
mendation concerning the specific home occupation designation
and approve or deny it at their next regularly scheduled
meeting. Attendance by the applicant or his /her represent-
ative
is required at this meeting.
