The Laurel City-County Planning Board meeting was called
to order at 7:00 p.m. with the following members present:
John Smith, Chairman, City Rep.

No opponents, no proponents.
Motion by Chuck Dickerson to close the public hearing, seconded
by Grace Edwards. Motion carried.
MINUTES
Motion by Grace Edwards to approve the minutes of the
October 13, 1988, meeting, seconded by Don Gudgell. Motion carried.
HAGEMAN SUBDIVISION
The Board recommended that the minor plat be approved subject to
a sidewalk being placed along 1st Ave. South. Mr. Bob Worthington,
representing Burger King, is here to speak on behalf of his client.
Mr. Worthington states that Burger King is more than happy to
place a sidewalk. The only problem is that some of the property
is non-access Highway right-of-way. In order to place a sidewalk
in that area it would have to be approved by the Federal Government.
Mr. Worthington says that this is still in the talking stages, but
Burger King is willing to accomodate the City with whatever they
want, if possible.
Cal recommends that we accept the proposal with the condition that
the property be blacktopped to the curb.
Motion by Chuck Dickerson to recommend Cal's proposal,
seconded by Don Gudgell.

More discussion on sidewalks.
Motion by Joe Bradley to amend the motion to read that we
accept the proposal on the requirement that a cement sidewalk
be installed, seconded by Roy Johnson. Due to a division of the
house a roll call vote was taken. "Yes" votes by Joe Bradley, Don
Gudgell, Darrell Aaby, Roy Johnson, Russell Bray and John Smith.
"No" votes by Clarence Foos, Grace Edwards, Gerald Shay and
Chuck Dickerson. Motion carried 6--4.
HOUSES IN TRANSIT
Discussion on Public Hearing, which is aproposal to put a new
section into Ordinance.17.40, which deals in Houses in Transit.
There is a section in the City Codes (11.20) which deals in
Moving Buildings.
Cal sees no need for a new ordinance, but he feels that we do need
to amend the existing Ordinance.
Cal also feels that there should be a fee to move a house through
town. In moving a house through town it involves Jim Flisrand,
City Engineer, and also the Building Department and Police Depart-
ment. Cal would like to see the fee set at $ 50.00.
Motion by Grace Edwards, seconded by Gerald Shay, that a
$ 50 fee be imposed. Motion carried.
Motion by Chuck Dickerson, seconded by Grace Edwards, that
we recommend to the City Council to amend Section 11.20.40 (E)
to read as follows: the buildings must be either reclocated on
new foundations within Laurel, approved by the City Engineer, or
be relocated 1 mile outside of Laurel on a permanent foundation;
(as enforced through the City.-Zoning.Co.des);.or moved outside of
the Laurel and surrounding ,l mii:e-limit.within 1 week after being
removed from their foundation. Motion carried.
KENNEL ORDINANCE REVIEW
Discussion on Kennel definitions in the Code.
Motion by Joe Bradley to change Ordinance 7.04.010 to read
the same as 17.20.315, seconded by Grace Edwards. Motion carried.
R 20,000 ZONING DISTRICT
This zone is a ? acre zone. It is a residential zone, not commercial.
With the large lot size there is a tendency for people to abuse
its use with larger buildings. The proposed changes are: Accessory
buildings or uses incidental to permitted residential uses (size
proportions to such uses elsewhere in Laurel), and located on the
same parcel of land as the permitted use.
Motion by Grace Edwards, seconded by Chuck Dickerson, that
this discussion be tabled until the next meeting. Motion carried.

Planning Boarding meeting of November 10, 1988
• CLINCHER-BICYCLE SALES
There is no violation here, as indicated in the letter sent to
the Clincher's. They have 8 people in their family, and at one
time they did try to sell a few of their bikes because they didn't
need them. But, it was not on a commercial level.
BILLS
Motion by Grace Edwards to pay the Administrative bill for
$ 200.00 for November, seconded by Don Gudgell. Motion carried.
Motion by Grace Edwards to adjourn, seconded by Don
Gudgell. Motion carried.
The meeting was adjourned at.8:00 p.m.

NOTICE IS HEREBY GIVEN that the City- County Planning Board
of the City of Laurel, Montana, will hold a public hearing on
Thursday, November 10, 1988, at 7:00 P.M., in the Council Chambers
of City Hall, Laurel, Montana, for the purpose of reviewing a
