The Planning Board meeting was called to order at 7:00
P.M. with the following members present:
John Hawley Smith, Chairman
Joe Bradley, City Rep.
Roy Johnson, County Rep.
Gerald Shay, County Rep.
Darrell Aaby, City Rep.
Clarence Foos, County Rep.
Russell Bray, County Rep.
Don Gudgell, County Rep.
Chuck Dickerson, City Rep.
Members absent:
Grace Edwards, County Rep.
Velda Thomas, City Rep.
Others present:
Cal Cumin, Cumin Associates, Billings
Dan Koch, 929 Ist Avenue
Walt Foster, 1515 E. Main
Glenda Seabrook, 2.510 Topeka
Motion by Chuck Dickerson, seconded by Roy Johnson, to approve
the minutes as presented. Motion carried.
HOME OCCUPATIONS:
Dan Koch of 929 1st Avenue has applied for a home occupation for
his Locks, etc. business. Mr. Koch was located in a building in
the downtown area, but due to the hard economic times wants to
do his locksmithing out of his home. The shop downtown also
had. custom gifts.
Mr. Koch orally would like to amend his application to apply
for locksmithing only, and drop the custom gifts.
Motion by Chuck Dickerson, seconded by Don Gudgell, to
recommend approval providing that Mr. Koch has no customers at
his home and that he drop the custom gift line. Motion carried.
Walt Foster of 1515 E. Main Street is requesting that he be
allowed to start with the main footwork of his prospective
business without having to pay for a business license. It will
be quite a while before he actually starts this business, and
. before he does he will apply for the license. He plans to grow
food with a bio-conversion process in a greenhouse.

Mr. Foster also wants a letter from the Planning Board stating
that we have given him the go ahead to start on this project, and
that he does not need the license at this time.
Motion by Joe Bradley, seconded by Russell Bray, that we
send a letter encouraging Mr. Foster's project. Motion carried.
Glenda Seabrook, of 2510 Topeka, has applied for a home occupation
to be allowed to do taxes, bookkeeping and accounting for customer's.
She is not licensed yet to do taxes, but has taken the test and
should have her temporary license any day now.
Chuck Dickerson inquired if she had contacted the village Sub.
Homeowner's Association about this. The Village Subdivision
covenant's do not allow home occupations.
Glenda states that she has not talked to them, but will contact
them.
Chuck Dickerson requests that the Board put off any decision on
this matter until village Subdivision Homeowner's Association
has been contacted.
Cal Cumin states that this is unnecessary because it is two
seperate organizations. We will show the Association the courtousy
of a letter stating Glenda has applied for a Home Occupation, but
it is up to Glenda to notify them herself.
At this time Glenda is questioned as to whether she will--have
any customer's coming to her house. She.states that it would be
a rare case when someone would come to her house. If the Board
wants, she will have no one coming to her house.
Motion by Joe Bradley, seconded by Don Gudgell, that we
recommend approval subject to no traffic at her home. Motion
carried, with Chuck Dickerson abstaining.
RE 2'0.000 ZONE
This is a ? acre residential zone. There have been some concerns
voiced about a large barn type building that has been built on
Ridge Drive. The Board discussed this at last month's meeting.
We need to get some idea's on how to handle this type of a
situation.
Some of the idea's discussed were that the garage cannot exceed
50% of the size of the house, and that there be a Special Review
required to give the neighbor's some input.
The Board decided to discuss this at next month's meeting.
There is a new Veterinary Clinic opening up in the old Laurel
Shoe Shop building on E. Main Street. It will be owned and
operated by Dr. Krayton Kerns. 0
Planning Board meeting of December 8, 1988
Motion by Chuck Dickerson, seconded by Don Gudgell, to
approve the administrative services bill for December for $ 200,
and the Cumin Associates bill for $ 3375. Motion carried.
Motion by Clarence Foos, seconded by Don Gudgell, to
adjourn the meeting. Motion carried.
The meeting was adjourned at 8:00 P.M.

thus, the use of a portion of a structure as a home occupation will not
permit a subsequent owner an automatic home occupation designation.
Procedure
1. Complete home occupation request form and submit it to the
City seven (7) working days prior to a regularly scheduled
meeting of the Planning Board.
2. The Planning Board will consider the request at their regu-
larly scheduled meeting. Attendance at this meeting is
required by the applicant or his/her representative.
3. The Planning Board will make a recommendation to the City
Council that the specific request for a home occupation
designation be granted or denied.
4. The City Council will consider the Planning Board's recom-
mendation concerning the specific home. occupation designation
and approve or deny it at their next regularly scheduled
meeting. Attendance by the applicant or his/her represent-
ative is required at this meeting.

Planning Board for recommendation;

Dear Mr. Smith:
Thank you for your letter of December 8, 1988. 1 enjoyed the
opportunity to show your board just how my job generation project
meets the current goals and objectives of the present
administration.
Your encouragement is delightful. A more appropriate approach
would be to mobilize community resources that have been placed to
do more than just to encourage me in my business plan
development.
,. As you know Laurel is the second largest City in Yellowstone
County. And as such has yet to receive a single CSA Community
Development Block Fund Grant for any purpose much less one of such
importance. By importance I mean, a proposed project that meets
the goals and objectives of CDBG exactly.
If your political group believes in the economic development of
the area and the creation of jobs in the Laurel community should
be promoted whenever possible. Then I would challenge you to act
upon the best interests in seeing that this opportunity for Laurel
is supported beyond the functioning function of a gate keeper.

business that would employ myseif and forty others here in Laurel.

AGENDA
A meeting of the Laurel - Yellowstone City- County Planning
Board has been scheduled for Thursday, December 8, 1988,
at 7:00 P.M. at the Laurel City Hall, 115 W. First Street
in the Council Chambers.

2. Review Veterinary Clinic's in Commercial Areas.
