HomeMy WebLinkAboutCity/County Planning Board Minutes 05.11.1989LAUREL-YELLOWSTONE CITY-COUNTY PLANNING BOARD LAUREL, MONTANA 69044 May 11, 1989 The meeting of the Laurel-Yellowstone City-County Planning Board was brought to order at 7:00 PM with the following members present: John Hawley Smith, Chairman Roy Johnson, Co, Representative Gerald Shay, Co. Representative Grace Edwards, Co. Representative Clarence Foos Co. Representative Don Gudgell, Co. Representative Joe Bradley, City Representative Members absent: Velda Thomas, City Representative Darrell Aaby, City Representative Chuck Dickerson, City Representative • Others present: Cal Cumin, City Planner Cheryll Lund, Secretary Chip Watts, owner E Lazy Y Trailer Court, Laurel (late) The minutes of the April 13, 1989 meeting were presented and,reviewed. Motion by Grace Edwards, seconded by Don Gudgell, to approve the minutes.. Motion carried. Legislative Update Cal gave a brief run down on Legislative issues that affect the Planning Board. Complaint on fee for Houses in Transit- Chi Watts Chip Watts was at the meeting to complain about having to pay the $25 fee for moving trailer houses through the City into his court. He himself doesn't have to pay the fee, but anyone moving their trailer into his court does. He feels that with the other fees involved in moving a trailer in, his customers do not need to pay another unnecessary fee to move the trailer through town. He feels that the blocking and gas inspection fee ($20) and the electrical inspection fee ($20) are necessary for safety reasons, but the fee for moving the house is not justifiable. The $25 is basically paid for him to go to the office and have someone tell him which street he can use to move his trailer house on. He feels that no work is actually being done by a City employee. Joe Bradley states that he does feel that there is some work being done by the City Engineer, because there is the time Jim is taking to explain which route to take. Joe also feels that the fees for blocking and gas inspection should be raised, because the small amount that they charge now doesn't even pay for Jim's time spent on the inspections. Chip also feels that he, and other mobile home owners, and court owners, shouldn't be penalized the $25 because of an Ordinance that was passed solely because of the house that was left on the corner of 1st Avenue and 12th Street. He feels that that person who owned that house should of been fined, instead of having everyone suffer the consequences by assessing the $25 fee. Joe Bradley states that this issue will be brought before the Council again and possibly the issue will be opened up again and brought back to the Planning Board. Discussion among the Planning Board members as to whether trailer houses were ever even considered when they discussed the Ordinance. The Board will invite Jim Flisrand to next month's meeting and discuss this issue further. New Books for the Planning Board New notebooks were passed out to all Board members who haven't had one. Also, some updated material was given to the members who have notebooks. Question on Arnold Capen, whether he has a City license or not. Cal thinks he does, but will look into the minutes further and report back at the next meeting. Motion by Don Gudgell, seconded by Grace Edwards to adjourn the meeting. Motion carried.
