The meeting of the Laurel-Yellowstone City-County
Planning Board was brought to order at 7:25 P.M. with the
following members present:
John Hawley Smith, Chairman
Clarence Foos, County Rep.
Russell Bray, County Rep.
Don Gudgell, County Rep.
Joe Bradley, City Rep.
Chuck Dickerson, City Rep.
Members absent:
Roy Johnson, County Rep.
Grace Edwards, County Rep.
Gerald Shay, County Rep.
Velda Thomas, City Rep.
Darrell Aaby, City Rep.
Others present:

Jim Flisrand, City Engineer

We received correspondence from the Sister Cities International
on joining their organization.;'
Discussion on the benefits ofjbiriTig the'organization... The
cost to join is between $100 and $925 depending on the size of
the city. The major benefit would be bringing people to the
City, such as students, which would bring more money into the
City. We will discuss this more later.
Houses in Transit
Jim Flisrand, City Engineer, came to tonights meeting to discuss
the problem the Building Department has been having concerning
moving permits and fees from people moving trailer houses into
or through the City. Many complaints have been made about this
fee, and Chip Watts was at our May meeting about this issue.
The Planning Board suggested to the Council that Ordinance
11.20.040 be reworded concerning houses moving through the City.
This was done because of a problem with a house that sat on the
corner of First Avenue and 12th St. for many months. At that
• time it was reworded to give a time frame as to how long the
owner (or mover) could take to move the structure through town.
Jim then followed through on that and Ordinance 11.20.020 which
states that any structure moving through the City apply for a
permit and at that time a $25 fee was added to that permit, which

was a feeless permit. Jim feels that, if the Board objects to
the $25 fee that he would-be glad to forego the fee. All mobile •
homes that come to the City have to have a State permit to go
on the roads into Laurel. ..They are monitored closely and any
violators are ticketed. So, it is unlikely that any violators
will get through into the City. Mobile homes have not been a
problem, it has been mostly large trucks with heavy tanks that
have been the problem. Mobile-homes generally have a designated
number of axles and the load is well distributed.
Motion by Chuck Dickerson, seconded by Russell Bray to
recommend to the City Council that mobile homes be excluded from
ordinance 11.20.020. Motion carried.
Water Riqhts and Annexation
Joe feels that this is not an issue that the Planning Board
needs to be concerned with.
Motion by Joe Bradley,to table this issue indefinately,
seconded by Chuck Dickerson. Motion carried.
Motion by Joe Bradley, seconded by Don Gudgell to approve
the Administrative Services bill for $400 (2 months) and the
Cumin Associates bill for $3,375. Motion carried.
Cal stated that the Planning Board went over last years budget •
by $30.
Sister Cities International
Motion by Chuck Dicerson, seconded by Don Gudgell that this
issue be brought to-the attention of the Laurel Economic
Development organization. Motion carried.
Motion by Chuck Dickerson, seconded by Don Gudgell to approve
May 1989 minutes with the addition of Russ Bray added to the
"Absent" column. Motion carried.
Roy Johnson, who is absent from tonight's meeting, contributed
new labels for the notebooks. Cheryll will type them up and
pass them out at the July meeting.
Discussion on what can be done about people who park their
campers and camp trailers on the streets in front of their homes.
Cal will look into this.
Motion by Don Gudgell, seconded by Chuck Dickerson to
adjourn the meeting. Motion carried.
The meeting was adjourned at 8:00 P.M.
