June 15, 1999
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Chuck Rodgers at 7:00 p.m. on June 15, 1999.
COUNCIL MEMBERS PRESENT: Dirk Kroll Gary Temple

COUNCIL MEMBERS ABSENT: Miles Walton
Mayor Rodgers asked the council to observe a moment of silence in behalf of the family of Miranda
Fenner.
MINUTES:
Motion by Alderman Kroll to approve the minutes of the regular meeting of June 1, 1999, as
presented, seconded by Alderman Johnson. Motion carried 7-0.
CORRESPONDENCE:
a. Yellowstone Historic Preservation Board Memo of June 2, 1999 and Agenda for June
8, 1999.
b. Air Pollution Control Agenda for June 8, 1999; Minutes for May 11, 1999 meeting;
Activity Report for May 1999.
c. Memo of June 3, 1999 from Cal Cumin: Need for continued funding, CTEP Manager
Program.
CONSENT ITEMS:
a. Clerk/Treasurer Financial Statements for the month of May.
b. Committee Reports.
--Budget/Finance Committee minutes of June 1, 1999.
--City Council Contrnittee of the Whole minutes of June l, 1999.
--City-County Planning Board minutes of June 3, 1999.

The mayor asked if there was any separation of consent items. There was none.
Motion by Alderman Johnson to approve the consent items as presented, seconded by
Alderman Orr. Motion carried 7-0.
SCHEDULED MATTERS:
a. Confirmation of Appointments.
Yellowstone County Air Pollution Control Board:
Mayor Rodgets re-appointed Mr. L. D. Collins to the Yellowstone County Air Pollution Control
Board for a two-year term expiring June 30, 2001.

Motion by Alderman Johnson to confirm the appointment of Mr. L. D. Collins to the
Yellowstone County Air Pollution Control Board for a two-year term expiring June 30, 2001,
seconded by Aldem~m~ On'. Motion carried 7-0.
City-County Planning Board:
Mayor Rodgers re-appointed Laurel Haggart to the City-County Planning Board for a two-year term
expiring June 30, 2001.
Motion by Alderman Staudinger to confirm the re-appointment of Laurel Haggart to the
City-County Planning Board for a two-year term expiring June 30, 2001, seconded by Alderman
Kroll. Motion carried 6-1, with Alderman Temple voting nay.
Planning Board recommends denial of Special Review application: Lamar
Outdoor Advertising for three billboards along 1-90. Planning Board also
recommends that the City Council holds a public hearing regarding this matter.
Cal Cumin explained that the City-County Planning Board recommended denial of the applications,
which would be in effect for one year if the council agrees. After one year, the planning study
should be complete and the application cotrid be reconsidered. The Planning Board recommended
that the council hold a public hearing regarding this special review application.
Motion by Alderman Temple that a public hearing be held regarding the special review
application for Lamar Outdoor Advertising for three billboards along 1-90. The motion died for lack
of a second.
Motion by Alderman Johnson to deny the application for the three billboards and not to
schedule a public hearing until some of the other processes are completed, seconded by Aldem~an
Olson. Motion carried 6-1, with Alderman Temple voting nay.
Request of the Help Our Moral Environment of Laurel to request the City of
Laurel to pass a resolution retaining the American Family Association to draft the
necessary sexually oriented business ordinance and zoning.
Motion bv Alderman Johnson to refer this request to a committee that includes Cal Cumin,
City Planner, and Joe Leckie, City Attorney, seconded by Alderman Kroll. Motion carried 7-0.
Mayor Rodgers appointed Alderman Temple and Alderman Kroll to the committee. He also asked
these two councilmen to select one citizen to serve on the committee. Mayor Rodgers asked the
committee to complete their review and report back to the council within sixty days.
Ordinance No. O99-25: An ordinance prohibiting the storage, consumption, and
distribution of alcoholic beverages in or on city-owned buildings and property used as
city work sites.

AN ORDINANCE PROHIBITING THE STORAGE,
CONSUMPTION, AND DISTRIBUTION OF ALCOHOLIC BEVERAGES
IN OR ON CITY-OWNED BUILDINGS AND PROPERTY USED
AS CITY WORK SITES.
Motion by Alderman Temple to approve Ordinance No. 099-25. The motion died for lack of
a second.
UNSCHEDULED MATTERS:
Alderman Olson informed the council that the Joint Ambulance, Fire and Police Committee meeting
would be held on June 21 st at 7:00 p.m. in the Council Chambers instead of June 28m, as listed on the
agenda.
Mayor Rodgers asked Cal Cumin to comment on the memo he sent to the council regarding the need
for continued funding for the CTEP Manager Program. Cal explained that it is a continuation of the
management of the CTEP Program. The project has increased, and the fee is being increased
accordingly. We are already two years into the next six-year phase of the program. The memo

provided a list of the ongoing projects and an update on the projects being done in Laurel. The
proposed budget allocation for administering this program for the City of Laurel is $1,100 and an
invoice for that amount was received in the City C lerk-Treasurer's office.
There being no further business to come before the council at this time, the meeting was adjourned at
7:15 p.m.
