July 12, 1990
The July 12th, 1990 meeting of the City-County Planning
Board was brought to order at 7:00 p.m. with the following
members present:
John Smith, Chairman
Clarence Foos, County Rep.
Grace Edwards, County Rep.
Don Gudgell, County Rep.
Russell Bray, County Rep.
Linda Dennis-Williams, City Rep.
Lonnie Kellogg, City Rep.
Gerald Shay, Member at Large
Donna Kilpatrick, City Rep.
Roy Johnson, County Rep.
Members absent:

Motion by Don Gudgell, seconded by Grace Edwards to approve
the minutes as amended to add that Gerald Shay was appointed to
a 2-year term as Member at Large at the June 19, 1990 meeting.
Motion carried.
Motion to approve the bill for Administrative Services for
$200 for July 1990 services, made by Grace Edwards, seconded by
Gerald Shay. Motion carried.
Ken Miller- NAPA Buildin
Ken Miller spoke concerning the possibility of buying the NAPA
building and putting a trophy making business in, if it falls
into the correct zoning for this type of business. Ken
introduced Robert Toombs, owner of Creative West Woods Manufacturing
in Billings. Ken's wife, Peggy Miller, is the owner of Unique
Trophies in Laurel and buys her trophy pieces from Mr. Toombs.
Peggy and Ken have been trying to convince Mr. Toombs to come to
Laurel with his business, and this building seems like a large
enough building to accomodate him.
Mr. Toombs is a Laurel boy, and lives in the 7600 block of Grand,
which is actually closer to Laurel than Billings. His business,
Creative West Woods Mfg. is located on Montana Avenue in Billings.

Mr. Toombs'. business was located near his present home, but a
fire destroyed the building, and he had no insurance. He is
a small business that employees 13 people when running at the
peak. He is just now building himself back up, from the fire,
and feels that Laurel would be a good location to move to.
Mr. Toombs' business consists of wholesale sales to retail
businesses. They are a true manufacturer, as they start with
a piece of hardwood for the base of the trophy and turn it into
a finished product. Seventy five to eighty percent of their
products are shipped out of state.
Their immediate plan is to move in as-soon as possible because
they are into their slow time of year, which is approximately
5 weeks out of the year. Once they move in they will employ
another 2 people, which will bring the total employess to 15 or
16.
The machinery they use is very basic. The best way to describe
the machinery is that it is similiar to a cabinet making operation.
They do spray lacquer's, and use lacquer based materials. The
operation is OSHA approved. The sanding they do on the hardwood
does create some dust, but they have a dust collection system
in operation. Hardwood creates alot less dust than soft woods.
They do not have much traffic coming into the building, except
their own employee's and an occasional client from another state. .
They bring in semi-load shipments about once every three months.
They ship all of their products UPS.
Cal recommends that this business does fit the Community Commercial
zone. Because there is already truck traffic along that street
it will fit in just fine. It will have to meet the Building
codes, electrical codes and fire codes, just like any other business
that comes into town.
The general consensus of the Planning Board is that this business
will be a big asset to the Laurel Community.
Motion by Lonnie Kellogg, seconded by Linda Dennis-Williams,
that the Planning Board recommend to the City Engineer that this
business does fit into the Community Commercial zone. Motion
carried unanimously.
Cantrell de-annexation update
Cal states=-that Mr. Cantrell has complied with all the requirements
that the Council put on the de-annexation, except that they are
waiting for the deed for the 16 lots to the City. He also stated
that he was recently up on the City owned lots and that the weeds
are waist high and in desperate need of cutting.
Short discussion on Don Gudgell's street.
Motion by Grace Edwards, seconded by Donna Kilpatrick that the
meeting be adjourned. Motion carried.
