The meeting of the City-County Planning Board was brought to
order at 7:00 p.m. with the following members present:
Russell Bray, C.o. Rep.
John Smith, Chairman
Linda Dennis-Williams, City Rep.

Grace Edwards, Co. Rep.
Donna-Kilpatrick, City Rep.
Clarence Foos, Co. Rep.

Motion by Grace Edwards, seconded by Russ Bray, to approve
the minutes of the July 12, 1990 meeting. Motion carried.
Home Occupation- Terry Steinmasel, 1013 13th Ave.
Terry Steinmasel of 1013 13th Ave., has applied for a Home Occupation
for his gumball vending business. All the vending machines are
located in different stores, the only thing he will have at his
home is extra qumballs and bookkeeping materials. He does not
have any traffic coming to his home, all business is done where
the vending machines are located. All gumballs are purchased in
Billings.
Cal Cumin recommends approval as it meets all the criteria of a
Home Occupation.
Motion by Lonnie Kellogg, seconded by Clarence Foos, to
recommend approval. Motion carried.

Maryland Lane Project .
Jim Logan came and talked about the Maryland Lane project that
will begin soon. The County is furnishing the materials and the
City is doing some of the legwork.
The project will begin on 6th Avenue and end at Washington. The
plan is to extend it between Washington and Alder also, and Jim
Worthington feels that this will take some planning and timing
to coordinate it completely with everyone involved.
A question is raised on what kind of surface will be put on
the street between Washington and Alder. Jim Worthington stated
that the agreement- was for ctrav.eling of the street. But because
the County will be paving up to Washington he feels it will be
just a matter of some legwork to arrange the paving of. Washington
to Alder.
Cal stated that the City Council has turned over a stop sign study
to the Planning Board. It will be on next month's agenda.
The Shiloh Interchange hearings will be held in the near future.
Cheryll will alert all member's as to when and where.
Motion by Grace Edwards, seconded by Don Gudg_ell to adjourn
the meeting. Meeting was adjourned at 7:45 p.m. 0

Dear Chuck:
As you are well aware, the Montana Department of Highways' public
meetings regarding the proposed locations of the Shiloh Interchange
have generated a great amount of public interest. At the meeting
of July 11, 1990, which we attended on behalf of Yellowstone County
and at which we spoke in favor of the Department's Alternative "D ",
several people spoke to us regarding the future development around
Shiloh Interchange and along Shiloh Road.
We propose that a special planning project be initiated to study
the Shiloh Interchange /Road area and recommendations made to the
Planning Board, and the local governments as to the kind of
development that would be the most beneficial to the City of
Billings and to the County. It is our desire to see high quality,
diverse uses employed in the Shiloh area, and wish to see an
attractive inviting entrance into the west end of the City of
Billings. Because we feel this project also has important economic
implications, we have assigned the County Economic Development'
Director, Cal Cumin, the task of overseeing the project on our
behalf.
