The Laurel-Yellowstone City County Planning Board meeting
of September 13, 1990, was brought to order with the following
members present:

Nancy Eklund, Yellowstone County Planning Dept., Billings
Census Count
Nancy Eklund,representing the Yellowstone County Planning Department
came to talk about the census count.
Figures show that the population has increased, according to the
preliminary figures of the census. But she would like to point
out that these are preliminary figures should be taken as such.
Cal stated that he is confused as to why Laurel's population
increased by 229 and the housing units increased by 381. He
will do some more checking into these figures.
Cal is Laurel's representative for the census county. Any count
that is being questioned should go through him.
Home Occupation- Ken Sepeda
IS Ken Sepeda of 1007 3rd Avenue has applied for a home occupation to
sell sporting good and gun equipment on a piece by piece basis,
and by mail order. He does not have customers coming to his home,
he goes to their home with catalogs and information on the products.

He orders the product, has it delivered to his own home, and then
delivers it to the customer. He feels that by going to
customers homes they are more at ease.
He has more business in hunting season than any other time. He
has a maximum of 2 to 3 orders per week during this time. The
only extra traffic. that this creates is with the UPS truck that
delivers the supplies to his home.
A question is raised as to why he doesn't go downtown and compete
with the merchants. He said it would not be economically feasible
for him to pay $400 a month in rent if he is only selling $100
worth of products. He also feels that he can keep his prices
lower if he isn't paying rent.

He doesn't feel that his small amount of business each month is
going to hurt the downtown merchants.
Mr. Sepeda has a federal firearms license. He has. supplied the
Chief of Police a copy of that license. The Chief of Police gave
a copy of the license to the City Treasurer.
Cal reads the criteria by which the Board evaluates home occupations.
Cal feels that this application meets the criteria.
Grace Edwards points out that the Board has approved at least 2 other

Home Occupation- Dennis Thormahlen
Dennis Thormahlen, 208 Woodland Avenue, has applied for a home
occupation to have a do it yourself sprinkler system business
at his home. He would design the systems and the customer would
install it. He would be selling parts from his house.

Cal states that selling parts out of his home goes against the
ordinance, and he cannot recommend approval.
Mr. Thormahlen withdraws his application at this time.
Home Occupation- Beverlv Schlesener
Beverly Schlesener, 1101 11th Ave., has applied for a home
occupation to run a janitorial service out of her home.
All services are done off premises. All of the offices they
clean are in Billings, so there would be no customers coming to
the home. All supplies they use are stored at the offices
that they clean. They buy most of their cleaning supplies in
Billings.
They employe 1 or 2 people per month, depending on the amount of
work they have. All employees go directly to the office buildings
that they are hired to clean, and paychecks are picked up at
the various offices also.
Cal recommends approval.
. Motion by Grace Edwards, seconded by Russell Bray to recommend
approval subject to no traffic at her house. Motion carried.
Stop Sign Study- Jim Worthington
The City Council has had Jim Worthington do a stop sign study because
of the requests of putting stop signs up in various areas.
Jim has discovered that there are certain areas that have stop signs
for no obvious reasons and feels that these areas need to be
addressed. The City Council has asked the Planning Board to look
at stop sign placements and give their recommendations.
The Planning Board will look at this next month. Cal will do some
research on this before that time and give a presentation.
Motion by Grace Edwards, seconded by Donna Kilpatrick to
approve the minutes of the August 9, 1990 meeting. Motion carried.
Motion by Donna Kilpatrick, seconded by Gerald Shay to approve
the Administrative services bill for $400. (two months) Motion
carried.
Motion to adjourned. Motion carried. Adjourned at 8:15 p.m.

Board has been schedule for Thursday, Sept. 13, 1990 at
7:00 p.m. at the Laurel City Hall, 115 W. 1st Street, in the
Council Chambers.

WHEREAS, an Application for Home Occupation was filed
with the City by Beverly Schlesener , on the 28th day
of August , 19.90 , and a copy of the Application
is attached hereto:
WHEREAS, the matter having come before the Laurel City- County
Planning Board for recommendation;
WHEREAS, the Planning Board, after full consideration of the
Application at its regular meeting of September 13, 1990 it was
moved by Grace Edwards , seconded by Russell Bray that
the Planning Board recommend to the City Council that the
Application be granted/ ii K, and the said motion was passed/
