CITY-COUNTY PLANNING BOARD

November 8, 1990
The City-County Planning Board meeting of November 8, 1990,
came to order at 7:06 p.m., with the following members present:
Russell Bray, County Rep., Acting Chairman
Joseph M. Bradley, City Rep.
Linda Dennis-Williams, City Rep.
Donna Kilpatrick, City Rep.
Lonnie Kellogg, City Rep.
Clarence Foos, County Rep.
Members absent:
John Hawley Smith, City Rep.
Gerald Shay, County Rep.
Grace Edwards, County Rep.
Donald Gudgell, County Rep.
Others present:
Cal Cumin, City Planner
Cheryll Lund, City Secretary
Motion by Lonnie Kellogg, seconded by Joe Bradley, to approve
the minutes of the October meeting. Motion carried.
Motion by Donna Kilpatrick, seconded by'Linda Dennis-Williams,
that the Administrative Services bill for $200 be approved. Motion
carried.
Jim Worthington gave an update on the stop sign study.
Cal and Jim got together and decided that the main arterial and
collector streets should remain as in the transportation study
that was done many years ago.
The concern that has been brought up is the current signing, the
need for new signing, and the need of taking out some of the
signing. Jim recommends that he continue with the program and
start immediately on individual traffic sign study to determine
the need of a sign, or the removal of a sign. This would take
Jim approximately 5 hours per specific area.
Jim would. like to concentrate at this time on the following
intersections: 12th St. & 4th Avenue, 2nd St. W. and 8th Ave.,
5th St. W. & 8th Ave., 8th St, w. on 3rd and 4th Ave., Maryland
Ave. and 8th Ave., and Alder and E. Maryland.
. Motion by Donna Kilpatrick, seconded by Linda Dennis-Williams,
to recommend to the City Council that the City Engineer proceed
with the stop sign study, and concentrate on the interesections
listed above. Motion carried.

Motion by Lonnie Kellogg, seconded by Donna Kilpatrick, that
. the Planning Board feels that the Transportation Study done in
1978 is still valid. Motion carried.
Ordinance Review- On Premise beer sales at Gas Stations
Discussion on changing the Ordinance to not allow the sale of
on-premise beer (beer purchased and drank on the premises) and
gasoline in the same premises.
Joe feels that we cannot legally do this, but feels that the
Board should hold a Public Hearing and get the public's opinion.
Motion by Lonnie Kellogg, seconded by Donna Kilpatrick, to
hold a Public Hearing in January of 1991. Motion carried 4-2.
Motion by Joe Bradley, seconded by Linda Dennis-Williams to
adjourn the meeting. Meeting adjourned at 7:35 p.m.
