February 11, 1993
The meeting of the Laurel-Yellowstone City-County Planning
Board was brought to order at 7:05 p.m. with the following
members present:
John Hawley Smith, Chairman
Jose h M. Bradley, City Rep.
Donn Kilpatrick, City Rep.
Lonnie Kellogg, City Rep.
Gerald Shay, Member at Large
Jim Ziegler, County Rep.
Donald Gudgell; County Rep.
Clarence Foos, County Rep.
Billielou Lance, County Rep.
Others present:

Jim Worthington, City Engineer
Pat Mullaney, Roberts, Mt.

Members absent:
Larry Thomas, City Rep.
Motion by Billielou Lance, seconded by Don Gudgell, to approve
the minutes of the January 14, 1993. Motion carried.
Motion by Billielou Lance, seconded by Gerald Shay, to approve
the Administrative Services bill for $400 (January and February)..
Motion carried.
Zero Lot Line Housin
Zero lot line housing is essentially being able to build your
building right on the lot line. This issue came up essentially
concerning duplexes. The duplex's common line would be right
on the lot line. This would help facilitate the selling of an
individual unit. There would be a fire wall between the two
units (common wall). The ordinances for Laurel do not address
a zero lot line, but also do not prohibit it. Jim would like to
see this addressed with an ordinance allowing it. The building
is codes would still be adhered to.
.r The ordinances now read that there has to be 5k feet setback
to the property line (20 ft. on a corner).
. Cal recommends that this is a good idea. There are zero lot
line ordinances all over the country.
Joe recommends that we change the ordinance to add that a
special review be mandantory for zero lot line buildings in
R6,000, RLMF and RMF zones.
Motion by Billielou Lance, seconded by Joe Bradley to
recommend to the City Council that Section 17.16.020 and Table
17.16.020 be amended to read that zero setbacks from side lot
lines in R6,000, RLMF, and RMF zones may be permitted if approved
through the special review process. Motion carried 8--0.
Truck Parking in Residential Areas
There have been a few complaints received on semi-trucks and
trailers that are parking on private property in Residential
areas. The ordinance reads that they can park on private
property if they stay 10 feet from property line. The City
Council recommended that the Planning Board discuss this issue
and possibly come up with a solution.
Motion by Joe Bradley, seconded by Donna Kilpatrick, to
recommend a public hearing be held on March 11, 1993, 7:00 p.m.
to address this issue. Motion carried.
. The ad in the Laurel Outlook will read a public hearing will be
held concerning the parking of commercial vehicles in residential
areas.
