As you may know House Bill 11, which funds the Treasure State Endowment Program
(TSEP) construction grants, is working its way through the legislative process. Even
though the bill hasn't completed its legislative process, I wanted to notify you of
important upcoming workshops related to your TSEP grant.
These workshops will give you essential information needed to administer your TSEP
grant and move your project to the next stage of design and construction. The training
will also provide you with detailed information about the various requirements needed to
receive a TSEP grant. This year in addition to the usual TSEP requirements, there will
also be additional special reporting requirements related to the American Recovery and
Reinvestment Act (ARRA), since part of the funding for TSEP funds will be linked to the
federal "stimulus" package.
It is important that the person(s) administering your TSEP grant, and managing your
project, attend one of these four upcoming workshops. Even if you will be relying upon
a consultant, it is very important that the local government entity also have a local
official, or someone who works directly for the local government, attend one of the
upcoming workshops.
The upcoming workshops will be presented in Great Falls, Kalispell, Billings, and
Helena. The workshops scheduled for Great Falls, Kalispell, and Helena will begin at
1:00 p.m. on the first day in order to allow most participants to travel the same day. This
will reduce your overnight stay to one night. The workshop will end around noon on the
following day.
The workshop in Billings will be presented in a single day, starting at 8:00 a.m. and
ending at 5:00 p.m.
The first workshop is scheduled for Tuesday and Wednesday, May 26 and 27, in
Great Falls at the Hampton Inn, located at 2301 14th Street S.W. The Hampton Inn
is located close to the first exit (Exit 0) off of 10th Ave So. after leaving Interstate 15
at Exit 278.

¦ The second workshop is scheduled for Thursday and Friday, May 28 and 29, in
Kalispell at the Hampton Inn, located at 1140 US Highway 2 West. The Hampton
Inn is located approximately 0.9 miles west of US Highway 93 North (Main Street).
The hotel is on the left, one block past Meridian Road and the fairgrounds.
¦ The third workshop is scheduled for Wednesday, June 3, in Billings at the
Hampton Inn, located at 5110 Southgate Drive. The Hampton Inn is located just
off Interstate 90, Exit 447. Take the exit to South Billings Blvd, turn left onto King
Ave E, and at the light, drive one block and turn left onto Southgate Drive.
The fourth workshop is scheduled for Wednesday and Thursday, June 10 and 11,
in Helena at the Great Northern Hotel, located at 835 Great Northern Boulevard.
Located in the Great Northern Town Center, one block south of Lyndale Avenue.
The number of participants we can accommodate at each location varies. Please notify
us of your attendance in advance in order to guarantee a space for everyone.
Please contact Penney Clark, our TSEP Program Assistant at 841-2790 as soon as
possible.
Your project has been assigned a specific TSEP staff member. Attached is a list of the
projects and the program specialist assigned to your project. Your TSEP staff member
may be contacting you prior to the workshop to gather information needed for writing
your contract.
Until you have attended a workshop, please do not take any actions on your project,
such as hiring a project manager or consulting engineer, without contacting your TSEP
staff member first. There are many important requirements you need to be aware of in
order to be eligible to receive your TSEP grant that will be discussed in at these
upcoming workshops.
