COUNCIL CHAMBERS MEMBERS PRESENT MEMBERS ABSENT: OTHERS PRESENT Public Input: None Chairman Mark Mace Dave Siljestrom Chuck Rodgers Norman Orr Emelie Eaton, Troy Kelsey, Norman Stamper, Bill Kampfer Kurt Markegard Kelly Rhoads Crosswalk at Gay Easton Bridge: The Public Works Committee is going to make a recommendation to the City Council that a crosswalk be put in at the bridge. Kurt stated that signs would need to be put up. Kurt stated that possibly four signs would be needed. Two signs would state crosswalk ahead, and they would need to be placed prior to the crosswalk on both sides. Two other signs that state crosswalk with an arrow pointing down would need to be placed at the crosswalk, on both sides also. Kurt stated that a decorative rock could be placed at the bank beside the bridge to keep the kids off. Mark asked Kurt if the city would be able to paint the lines. Kurt stated that the street fund has enough money to fund this, and is a project that needs to be done. Kurt stated the cost of the signs, paint and installation would be about $2000.00. Chuck Rodgers made a motion to recommend to the council that a crosswalk be put in at the bridge. Dave Siljestrom seconded the motion. Motion carried 5-0. Mark stated that he will notify the county that we are recommending to the council that a crosswalk be put in. The crosswalk and signs will be put in on a county road, so Mark is going to ask them if they will help out with the costs. Mark hopes to bring information from the county to the next meeting, and then the Public Works Committee can make the recommendation. Snow Removal Routes: Chuck Rodgers made maps of the emergency routes that the Emergency Services Committee recommends and then there was discussion. The maps were made of existing and possible new snow routes. Kurt stated that all crosswalks, First Avenue and high traffic areas are done when ever it snows with sand and ice melt. If snow accumulates four to five inches they will plow those streets. Streets are plowed when snow drifts. Open areas, like around the parks, Cottonwood, Juniper, and Locust, Milwaukee and Maryland drift when it snows and the wind blows. Kurt mentioned that he has a meeting with Stefan Streeter on April 14, 2009, to discuss the state snow routes. Kurt explained that First Avenue and Main Street are state roads. Kurt stated that these roads need to be plowed. If the state does not start plowing, then the city is going to have to start. Kurt stated that meeting with Stefan, should get this problem solved, even if the state starts paying the city to plow. Kurt stated that after the meeting with Stefan he would bring new or changed routes to the next meeting. Street Maintenance Repair Program: Kurt stated that the City of Laurel is going to advertise in this week's paper for a request for a proposal for pothole repair, chip sealing and crack sealing repair. Kurt explained that between Main Street and East Maryland to Yard Office Road will be chip sealed to extend the life of the road. These roads were done a few years ago, and the city wants them to be maintained. Kurt stated that millings are going to be put on Alder Avenue and then be bladed flat. Roads in Iron Horse Subdivision will be chip sealed to extend the life of the pavement. Kurt stated that East First Street, Colorado, Wyoming, Montana, and Pennsylvania will get chip sealed to preserve pavement. Kurt stated the only street on the south side that could be chip sealed is West Avenue. Kurt mentioned that pothole and crack repair could be done to other streets on the south side. Kurt stated that he would like to see South Fifth Ave, Woodland and Yellowstone paved. Those streets would have to be done at a later date. Kurt stated that East Main Street, South First Avenue and Eighth Avenue will be paved. West Maryland, Twelfth Street have been chip sealed and East Ninth Street will be chip sealed. Kurt stated that Beartooth Drive will get pothole and crack repair, and then chip sealed. Kurt explained that in future years we can keep chip sealing the streets that will be fixed this year by crack sealing and pothole repair to preserve streets that have been fixed.
